পোশাক খাতে ক্রয়াদেশ বাড়ছে ডিসেম্বরে বড় দিনকে সামনে রেখে যুক্তরাষ্ট্রে বাংলাদেশের পোশাক রপ্তানি আরো বাড়বে বলে জানিয়েছেন পোশাক শিল্প মালিকদের শীর্ষ সংগঠন বিজিএমইএর সভাপতি ফারুক হাসান। তিনি বলেন, ‘বিপুলসংখ্যক মানুষকে করোনার টিকা দিয়ে যুক্তরাষ্ট্র স্বাভাবিক অবস্থায় ফিরেছে। তাই ওই দেশের ক্রেতা প্রতিষ্ঠানগুলো আগামী গ্রীষ্ম ও বসন্ত মৌসুমের জন্য করোনার আগের মতোই ক্রয়াদেশ দিচ্ছে। কিছু ক্রয়াদেশ চীন থেকে বাংলাদেশসহ অন্যান্য দেশে স্থানান্তর করেছেন আমেরিকার ক্রেতারা। ভিয়েতনামে লম্বা সময় লকডাউন থাকার কারণেও কিছু ক্রয়াদেশ এসেছে। সব মিলিয়ে ২০১৯ সালের তুলনায় ১৫-২০ শতাংশের বেশি ক্রয়াদেশ এসেছে যুক্তরাষ্ট্র থেকে। তার সুফল আগামী দিনগুলোতে পাওয়া যাবে।’

ইউরোপীয় ইউনিয়ন ২০২৯ সাল পর্যন্ত জিএসপি অব্যাহত রাখবে ইউরোপীয় ইউনিয়ন আগামী ২০২৯ সাল পর্যন্ত ডিউটি ফ্রি বাণিজ্য সুবিধা (জিএসপি) অব্যাহত রাখবে বলে জানিয়েছেন বাণিজ্যমন্ত্রী টিপু মুনশি। তিনি বলেন, বাংলাদেশ ২০২৬ সালে এলডিসি গ্র্যাজুয়েশন করে উন্নয়নশীল দেশে পরিণত হবে। তবে গ্র্যাজুয়েশনের পরও তিন বছর ডিউটি ফ্রি বাণিজ্য সুবিধা অব্যাহত রাখতে ইউরোপীয় ইউনিয়ন সম্মত হয়েছে। গতকাল বুধবার বাণিজ্যমন্ত্রী বাংলাদেশ ট্রেড অ্যান্ড ইনভেস্টমেন্ট সামিট-২০২১ এর ‘ইকোনমিক টাই অফ বাংলাদেশ অ্যান্ড ইউরোপ :নিউ রেগুলেটরি রিজুম’ শীর্ষক ওয়েবিনারে প্রধান অতিথির বক্তব্যে এসব কথা বলেন। বাণিজ্য মন্ত্রণালয় এবং ঢাকা চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রি (ডিসিসিআই) যৌথভাবে এ অনুষ্ঠানের আয়োজন করে।

BGMEA president for focusing more on high-end apparel items BGMEA President Farque Hassan has said that apparel exporters in Bangladesh need to focus more on value-added, high-end apparel items, like technical apparel, as their demand remains high in the global market. “The demand for man-made fibre (MMF) based garment items is on the rise in the global market and Bangladeshi apparel exporters should make use of this opportunity,” he said while addressing a meeting organised by Bangladesh Apparel Youth Leaders Association at Westin on Tuesday.

প্রতিবন্ধীদের কর্মসংস্থানে নতুন বিধান দাবি কোনো প্রতিষ্ঠানে কর্মরত মোট জনবলের ন্যূনতম ১০ শতাংশ প্রতিবন্ধী ব্যক্তিদের নিয়োগ করলে প্রদেয় করের ৫ শতাংশ কর রেয়াত প্রদানের বিধান রয়েছে। তবে অধিকাংশ বেসরকারি প্রতিষ্ঠানের পক্ষে ১০ শতাংশ প্রতিবন্ধী কর্মী নিয়োগ করা সম্ভব হয় না। ফলে প্রতিবন্ধী ব্যক্তিরা আশানুরূপভাবে কর্মসংস্থানের সুযোগ পাচ্ছেন না। এ কারণে প্রতিবন্ধী ব্যক্তিদের কর্মসংস্থানর হার ২ শতাংশ ও কর ছাড়ের হার ৫ শতাংশ করে বিধান সংশোধন করলে প্রতিবন্ধী ব্যক্তিদের কর্মসংস্থান সৃষ্টিতে সহায়ক ভূমিকা পালন করবে। গুলশানের বিজিএমইএ পিআর অফিসে বিজিএমইএর সহসভাপতি শহিদউল্লাহ আজিমের সাথে জাতীয় তৃণমূল প্রতিবন্ধী সংস্থার নেতৃত্বে ৯ প্রতিবন্ধী ব্যক্তিদের সংগঠনের নেতারা এমন দাবি জানান। আলোচনায় তারা পোশাক কারখানাগুলোতে বেশি করে প্রতিবন্ধী ব্যক্তিদের নিয়োগ দেওয়া এবং কারখানাগুলোতে প্রতিবন্ধী ব্যক্তিদের জন্য উপযুক্ত কাজের পরিবেশ সৃষ্টির বিষয়ে বিজিএমইএর পক্ষ থেকে উদ্যোগ কামনা করেন । এ সময় বিজিএমইএসহ সভাপতি শহিদউল্লাহ আজিম প্রতিবন্ধী ব্যক্তিদের কর্মসংস্থান সৃষ্টির জন্য ২ শতাংশ নিয়োগ ও ৫ শতাংশ কর ছাড় পাওয়ার প্রস্তাবনার সাথে একমত পোষণ করেন

পোশাক শিল্পে বাড়তি ক্রয়াদেশ ক্রয়াদেশ বাড়ার সঙ্গে বিভিন্ন কারখানায় টাঙানো হয়েছে নতুন নিয়োগ বিজ্ঞপ্তি। গত বছরের তুলনায় ২০% বেশি অর্ডার পাওয়া পোশাক শিল্প-কারখানায় নতুন লোকবল নিয়োগের বিজ্ঞপ্তি এসেছে। যেখানে আগে ছাঁটাই পর্বে অনেক শ্রমিককে চাকরি ছাড়তে হয়েছে। মিয়ানমারের সেনাশাসিত সরকারের জন্যই অনেক অর্ডার বাংলাদেশ গার্মেন্টসে স্থান্তারিত করা হয়। আরও আগে চীনের পোশাক শিল্প-কারখানার অনেক ক্রয়াদেশ ইউরোপ আমেরিকা থেকে বাংলাদেশে চলে আসে। বলতে গেলে আমাদের পোশাক শিল্প-কারখানার এখন রমরমা অবস্থা। নতুন লোকবল নিয়োগ ছাড়াও অনেক শিল্প দুই সিফটে উৎপাদন করতে বাধ্য হচ্ছে।

রপ্তানিতে গতি ফেরাতে ১২০০ কোটি টাকা ছাড় রপ্তানিতে নগদ সহায়তার দ্বিতীয় কিস্তির ১২০০ কোটি টাকা রপ্তানিকারকদের অনুকূলে ছাড় দিয়েছে অর্থ বিভাগ। চলতি ২০২১-২২ অর্থবছরের বাজেটে অর্থ বিভাগের অধীনে ভর্তুকি ব্যবস্থাপনার আওতায় এ অর্থছাড় দেওয়া হয়েছে। সংশ্লিষ্টরা জানিয়েছেন, ভর্তুকি সহায়তার ফলে রপ্তানি খাতের উন্নয়নে তা বড় ধরনের ভূমিকা রাখবে। প্রধান হিসাবরক্ষণ কর্মকর্তাকে পাঠানো চিঠিতে অর্থ বিভাগ বলছে, রপ্তানিমুখী দেশি বস্ত্র, হিমায়িত চিংড়ি ও অন্যান্য মাছ, চামড়াজাত দ্রব্য, পাট ও পাটজাত দ্রব্যসহ অনুমোদিত অন্যান্য খাতের রপ্তানির বিপরীতে নগদ সহায়তার জন্য এ অর্থছাড় দেওয়া হয়েছে, যার ভিত্তিতে হিসাব মহানিয়ন্ত্রক (সিএজি) ডেবিট অথরিটি জারি করবে।
