2nd-gen entrepreneurs envision tech-based future for apparel industry growth Of the 70 candidates contesting the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) biennial election this time, 11 are second-generation apparel makers. Panel leaders and current BGMEA leaders have termed the participation of second-generation apparel makers a good sign for the sector. “I have encouraged young people to come forward because the leadership should not be with us leading at the top forever,” said BGMEA President Rubana Huq. This is the time for the new generation to come forward and make sure that they are active in the trade association as they are more tech-savvy and more focused, said the business leader. “This generation has learned from our mistakes and gained experience from our wisdom. I think, this year, the panels are a great combination of old, young, and experienced entrepreneurs,” she added.

প্রধানমন্ত্রীর দূরদর্শী সিদ্ধান্তে পোশাক শিল্প ক্রান্তিকাল পার করেছে বিজিএমইএর প্রথম সহ-সভাপতি মোহাম্মদ আবদুস সালাম বলেছেন, বৈশ্বিক মহামারি করোনার ধাক্কায় দেশে তৈরি পোশাক শিল্প টিকবে কিনা অনেকেই সন্দিহান ছিলেন। মাননীয় প্রধানমন্ত্রী জননেত্রী শেখ হাসিনার সাহসী ও দূরদর্শী সিদ্ধান্তে এ শিল্প ক্রান্তিকাল অতিক্রম করতে পেরেছে। এ দেশের অবহেলিত নারী সমাজের ক্ষমতায়ন ও অর্থনীতির প্রাণশক্তি পোশাক শিল্প সচল রাখতে সবার অব্যাহত সহযোগিতা কামনা করেনও তিনি। বৃহস্পতিবার (২৫ মার্চ) বিজিএমইএর চট্টগ্রাম আঞ্চলিক কার্যালয়ের সম্মেলন কক্ষে পোশাক শিল্পের সার্বিক নিরাপত্তার বিষয়ে বিজিএমইএর সঙ্গে শিল্প পুলিশের মতবিনিময়কালে তিনি এসব কথা বলেন। বক্তব্য দেন বিজিএমইএর সহ-সভাপতি এএম চৌধুরী সেলিম, পরিচালক মোহাম্মদ আতিক, সাবেক পরিচালক এমডিএম মহিউদ্দিন চৌধুরী, শিল্প পুলিশের অতিরিক্ত পুলিশ সুপার শম্পা রানী সাহা ও সহকারী পুলিশ সুপার মো. জসিম উদ্দিন। বক্তারা জাতীয় অর্থনীতিতে পোশাক শিল্পের অবদান উল্লেখ করে এ শিল্প রক্ষায় ঐক্যবদ্ধভাবে কাজ করার প্রত্যয়ের কথা জানান।

রফতানিকারকদের পথ দেখিয়েছে ইডিএফ বাংলাদেশ ব্যাংকের তথ্য অনুযায়ী, ইডিএফ থেকে সবচেয়ে বেশি ঋণ নিয়েছে বিজিএমইএ সদস্যরা। সংগঠনটির সদস্যদের মধ্যে ৬১৩টি প্রতিষ্ঠান ইডিএফ থেকে ঋণ পেয়েছে। ইডিএফকে দেশের তৈরি পোশাক খাতের বেড়ে ওঠার সঙ্গী বলে মনে করেন বাংলাদেশ চেম্বার অব ইন্ডাস্ট্রিজের (বিসিআই) সভাপতি ও এভিন্স গ্রুপের চেয়ারম্যান আনোয়ার-উল আলম চৌধুরী পারভেজ। বণিক বার্তাকে তিনি বলেন, ইডিএফ দেশের তৈরি পোশাক খাতকে সবচেয়ে বেশি সহায়তা করেছে। এ তহবিল থেকে ঋণ নিয়ে উদ্যোক্তাদের পাশাপাশি সরকারও লাভবান হয়েছে। বাংলাদেশ ব্যাংক রিজার্ভের যে অর্থ বিদেশের বিভিন্ন ব্যাংকে বিনিয়োগ করে, সেখানে মুনাফা পায় ১ শতাংশের কম। আর ইডিএফের সুদহার এখনো ১ দশমিক ৭৫ শতাংশ। ইডিএফ হলো রিজার্ভের অর্থ বিনিয়োগের সবচেয়ে উত্কৃষ্টতর উদাহরণ।

অর্থনীতির অর্জন ১৩ খাতে বিশ্বের শীর্ষ দশের তালিকায় বাংলাদেশ বাংলাদেশ স্বাধীনতা–পরবর্তী ৫০ বছরে সীমিত সাধ্য নিয়েই অন্তত ১৩টি ক্ষেত্রে বিশ্বের দরবারে গৌরবোজ্জ্বল ও ঈর্ষণীয় অবস্থান তৈরি করেছে। এসব খাতে বাংলাদেশ বিশ্বে শীর্ষ ১০ দেশের তালিকায় রয়েছে। কিছু ক্ষেত্রে প্রাকৃতিক সুবিধা পেয়েছে বাংলাদেশ। বাকিগুলো কষ্ট করে অর্জন করতে হয়েছে। তৈরি পোশাক রপ্তানিতে বাংলাদেশ এখন বিশ্বে দ্বিতীয়। গত ২০১৯–২০ অর্থবছরে বাংলাদেশ ২ হাজার ৭৫০ কোটি মার্কিন ডলার মূল্যের পোশাক রপ্তানি করেছে, যা বিশ্বের মোট পোশাক রপ্তানির ৬ দশমিক ৮ শতাংশ। পোশাক রপ্তানিতে প্রথম হচ্ছে চীন। তাদের হিস্যা ৩০ দশমিক ৮ শতাংশ। ৬ দশমিক ২ শতাংশ হিস্যা নিয়ে তৃতীয় অবস্থানে আছে ভিয়েতনাম।

BB fixes new commission for shipping agents The Bangladesh Bank has fixed a new commission for shipping agents for import and export in a bid to save foreign currency. The new commission rate will take effect on 1 April this year. The central bank's Foreign Exchange Policy Department issued a circular in this regard on Thursday. In case of export, the commission would be the same as before. However, in case of import, the commission rate has been fixed in two phases at 2.5% and 5%, instead of earlier 2%. In case of export, if shipping fare is added to the price of the product (Export on CFR), shipping agents will get 2.5% commission of the total transport cost. In this case, foreign currency leaves the country as the exporter has to pay the ship rent. Bangladesh Bank wants to discourage it, so the agent commission has been fixed less.

ED: Building up the future of RMG The RMG industry has for the longest time been the driving force behind the Bangladeshi economy, contributing greatly to the nation’s rapid economic growth over the last decade. But in order for the industry to remain sustainable, it needs to modernize the way it functions, and a key aspect of such sustainability will be incorporating technologies which boost efficiency and reduce costs, so that our RMG remains competitive in the global market. It is encouraging to see that this push is coming from second-generation entrepreneurs with a vision for the future of the industry, some of whom are contesting for the BGMEA biennial election, seeking to bring about the necessary changes that will herald in new avenues of improving the industry’s growth and output.

Govt allows subcontracting in textile sector Spinning and weaving companies, that have higher export demand than their production capacity, will be able to manufacture goods at other companies on a subcontracting basis and export them as their own goods. The Ministry of Commerce recently introduced this facility because some large companies have a huge volume of export orders, while some medium and small companies do not have enough orders to utilize their capacity and sustain themselves.

অবশেষে বীমার আওতায় আসছেন পোশাককর্মীরা দীর্ঘদিনের দাবির পরিপ্রেক্ষিতে অবশেষে বীমার আওতায় আসছেন দেড় লাখ পোশাক শ্রমিক। তিন থেকে পাঁচ বছর মেয়াদি এই কার্যক্রম সফলভাবে শেষ হওয়ার পর সব পোশাক কারখানায় এটি চালু হবে। বিষয়টি নিয়ে দীর্ঘদিন ধরে আন্তর্জাতিক শ্রম সংস্থা (আইএলও) সরকারের সঙ্গে আলোচনা করছিল। এ ব্যাপারে সরকারেরও ইতিবাচক মনোভাব রয়েছে বলে জানিয়েছে সংশ্লিষ্ট সূত্র। জানা গেছে, দেশের প্রায় সাড়ে চার হাজার পোশাক কারখানায় বর্তমানে আনুমানিক ৪০ লাখ কর্মী নিয়োজিত আছেন। সম্প্রতি এই শিল্পখাতে শ্রমিকদের অধিকার ও মানবাধিকার সম্পর্কিত বেশকিছু বিষয়ে বেশ ভালো উন্নয়ন হয়েছে। যদিও এখনো এই খাতে আরও অনেক উন্নয়নের সুযোগ রয়েছে।
