Export growth to slow down in 2023: BGMEA president The export growth of the country’s Readymade garments (RMG) sector is expected to slow down this year due to various factors including the Russia-Ukraine war, rising production costs, and sluggish economic growth in some importing countries, said Bangladesh Garment Manufacturers and Exporters Association (BGMEA) President Faruque Hassan. BGMEA chief came up with the remarks at a seminar titled "German Supply Chain Due Diligence Act" organized by the Bangladesh German Chamber of Commerce and Industry (BGCCI) on September 14 where he discussed the challenges Bangladesh facing in the RMG sector and export growth in the global market.

দেশের আরো দুই কারখানা পেল সবুজ স্বীকৃতি তৈরি পোশাক খাতের আরো দুই কারখানাকে সবুজ কারখানার স্বীকৃতি দিয়েছে ইউনাইটেড স্টেটস গ্রিন বিল্ডিং কাউন্সিল (ইউএসজিবিসি)। দুটিই গোল্ড রেটেড কারখানা। এর মাধ্যমে দেশে মোট লিড সনদপ্রাপ্ত সবুজ বা পরিবেশবান্ধব কারখানার সংখ্যা হলো ২০২। গতকাল রবিবার তৈরি পোশাক প্রস্তুত ও রপ্তানিকারকদের সংগঠন বিজিএমইএর দেওয়া তথ্য অনুসারে বিশ্বে সবুজ কারখানার সংখ্যার স্বীকৃতি হিসেবে একটি মাইলফলক। বিজিএমইএ সভাপতি ফারুক হাসান কালের কণ্ঠকে বলেন, বিশ্বব্যাপী সবুজ কারখানার আবাসস্থল হিসেবে বাংলাদেশ একটি স্বতন্ত্র বৈশিষ্ট্য অর্জন করেছে। এর মধ্যে একটি বিশ্বব্যাপী সর্বোচ্চ রেটযুক্ত লিড গ্রিন ফ্যাক্টরি হিসেবে দাঁড়িয়েছে। এ ছাড়া আরো ৫০০টির মতো কারখানা পরিবেশসম্মত সবুজ কারখানার আন্তর্জাতিক স্বীকৃতি লিডারশিপ ইন এনার্জি অ্যান্ড এনভায়রনমেন্টাল ডিজাইন (লিড) সনদ পাওয়ার প্রক্রিয়ায় রয়েছে।

দুই মাসে ভারতে রপ্তানি কমেছে ৫ শতাংশ চলতি ২০২৩-২৪ অর্থবছরের প্রথম দুই মাসে (জুলাই-আগস্ট) প্রচলিত-অপ্রচলিত সব বাজারে বাংলাদেশের পণ্য রপ্তানি বাড়লেও পাশের দেশ ভারতে কমেছে। রপ্তানি উন্নয়ন ব্যুরো (ইপিবি) রপ্তানি আয়ের দেশভিত্তিক যে তথ্য প্রকাশ করেছে তাতে এসব তথ্য উঠে এসেছে। দেশের রপ্তানি আয়ের প্রধান খাত তৈরি পোশাক শিল্পমালিকদের শীর্ষ সংগঠন বিজিএমইএর সভাপতি ফারুক হাসান বলেন, আমরা প্রচলিত বাজারের পাশাপাশি অপ্রচলিত (নতুন) বাজারেও রপ্তানি বাড়ানোর দিকে জোর দিয়েছি। তারই ইতিবাচক ফল পাওয়া যাচ্ছিল। ভারতের পাশাপাশি অন্যান্য অপ্রচলিত বাজারেও আমাদের রপ্তানি বাড়ছিল। তিনি বলেন, রাশিয়া-ইউক্রেন যুদ্ধ দীর্ঘস্থায়ী হওয়ায় আমাদের প্রধান দুই বাজার আমেরিকা-ইউরোপের দেশগুলোতে মূল্যস্ফীতি বেড়ে যাওয়ার কারণে আমরা পোশাক রপ্তানিতে নতুন চ্যালেঞ্জের মুখোমুখি হয়েছি। ওই দেশগুলোর মানুষ এখন পোশাক কেনা কমিয়ে দিচ্ছেন। সে অবস্থায় ভারতসহ অপ্রচলিত বাজারে রপ্তানি বাড়ায় আমরা আশান্বিত হয়েছিলাম। চলতি অর্থবছরের প্রথম দুই মাসে ভারতে আমাদের রপ্তানি কমেছে। কেন কমেছে-আমরা খুঁজে বের করার চেষ্টা করছি। সরকারকেও বিষয়টিকে নজর দিতে হবে।

EDITORIAL: Greener RMG industry A Senior Research Fellow with ODI (Overseas Development Institute) in her presentation at the WTO session touched upon the policies and measures taken by three countries -- Bangladesh, Kenya and Vietnam - to make the textile and clothing industries greener. According to her, as there is no market-led path to environmental and social upgrading, public policy frameworks are the key. The new green trade initiative is an opportunity to get upgraded environmentally; Bangladesh and Vietnam have already shown some primary advancement in this regard. Textile waste lately emerged as a problem. As an expert in trade strategy has observed, in the name of second-hand market of clothing, there is a trend of dumping textile and clothing waste mostly from developed countries into the developing ones. A green-compliant one, Bangladesh has reasons to feel discriminated against notwithstanding the fact that it boasts the best and highest number of green RMG factories.

LEED-certified RMG factories hit 202 Two more factories have been certified by the U.S. Green Building Council (USGBC) with both receiving Gold rating and thus taking the total number of LEED factories to 202 in the country, reports BSS. Out of the number, 73 earned the prestigious Platinum rating, 115 Gold and 10 silver rating. In 2022, Bangladesh had the highest number of factories being LEED certified in a single year, said BGMEA president Faruque Hassan in a statement. He said with 30 factories receiving LEED certification 2022, 15 were Platinum and 15 Gold certified. Fast forward to August 2023, another 20 factories have earned this coveted recognition in eight months of this year, with 13 achieving the esteemed Platinum rating and seven attaining the Gold rating. Faruque said Bangladesh's RMG industry reached the landmark of 200 LEED certified factories by USGBC last month while the country made a distinction being the home to 13 of 15 globally highest-rated LEED Green Factories.

ইউরোপের বাজারে নতুন শঙ্কা বিজিএমইএ সভাপতি ফারুক হাসান বলেন, ইউরোপীয় পার্লামেন্টের গৃহীত প্রস্তাব ‘জিএসপি প্লাস’ আলোচনায় বাংলাদেশকে পেছনে ফেলে দিলো। বিষয়টিকে অত্যন্ত গুরুত্বের সঙ্গে নিতে হবে সরকারকে। অবাধ ও অংশগ্রহণমূলক নির্বাচন, মানবাধিকারসহ যেসব বিষয়ে তাদের আপত্তি, সেগুলোকে গুরুত্বের সঙ্গে আমলে নিতে হবে। আলোচনার মাধ্যমেই আপত্তির সুরাহা করতে হবে। যাতে ব্যবসা-বাণিজ্য বিশেষত রপ্তানি যেন নতুন করে কোনো সংকটে না পড়ে। পোশাক খাতের উদ্যোক্তাদের সংগঠন বিজিএমইএ এলডিসি-উত্তর পরবর্তী সময়ে ২০৩৬ সাল পর্যন্ত এ সুবিধা অব্যাহত রাখার অনুরোধ জানিয়েছে। বিজিএমইএ জানান, বিজিএমইএ’র পক্ষ থেকে এ পর্যন্ত তিন দফা ব্রাসেলসে ইইউ পার্লামেন্টের প্রভাবশালী কয়েকজন সদস্যের সঙ্গে বৈঠক হয়েছে। ব্যবসা এবং বিনিয়োগকে যাতে সব ধরনের রাজনীতির বাইরে রাখা হয়, তার সুপারিশ করেছেন এসব বৈঠকে।

‘Negotiate with EU to ease GSP Plus conditions’ Bangladesh should negotiate with the European Union (EU) to soften some provisions in the proposed Generalised System of Preferences (GSP) Plus since the country has extra time to do so after the EU extended the tenure of the existing GSP status up to 2027, an economist said yesterday. The new GSP Plus was supposed to come into effect from January 2024 and last 10 years up to December 2034, but the EU parliament could not reach a consensus on some provisions.As a result, the current GSP was extended up to 2027. "So, Bangladesh has got additional time to negotiate with the EU," said Mohammad Abdur Razzaque, chairman of the Research and Policy Integration for Development (RAPID) at a workshop on "exploring export diversification opportunities in the EU" and "Data Journalism" at the Economic Reporters' Forum (ERF). The workshop was jointly organised by the ERF, RAPID and Friedrich Ebert Stiftung (FES).
