Govt publishes gazette on new RMG wage The government published the gazette on the recently declared minimum wage for garment workers, setting the monthly pay at Tk 12,500 and reducing the number of grades to five from seven. The Minimum Wage Board, an authority under the Ministry of Labour and Employment, also asked people to submit objections, if any, within 14 days of the gazette's publication for any required revision.The new wage will come into effect from December 1 and workers will receive salaries under the new structure in January.

Buyers concerned over RMG unrest, not placing new orders: BGMEA Foreign buyers are concerned about the ongoing unrest in the readymade garments (RMG) sector and they are not placing new orders for the time being, said Faruque Hassan, president of Bangladesh Garment Manufacturers and Exporters Association (BGMEA). "The damage that has happened is that the buyers are holding orders. They will not be placing new orders if the situation continues," he said at a press conference at the BGMEA office in the capital's Uttara on Sunday.

শ্রমিক নিয়োগ বন্ধ, ভাঙচুর বা কাজ না হলে কারখানাও বন্ধ রাখা যাবে: বিজিএমইএ তৈরি পোশাক খাতের শ্রমিকেরা কাজ না করলে বা কাজ না করে কারখানা থেকে বের হয়ে গেলে বা কারখানা ভাঙচুর করলে কারখানা কর্তৃপক্ষ শ্রম আইনের ১৩ (১) ধারায় কারখানা বন্ধ রাখতে পারবেন বলে জানিয়েছে বিজিএমইএ। রাজধানীর উত্তরায় বিজিএমইএ সভাকক্ষে আয়োজিত সংবাদ সম্মেলনে বিজিএমইএ সভাপতি ফারুক হাসান বলেন, যত দিন না শ্রমিক ভাঙচুর বন্ধ হচ্ছে, আইনশৃঙ্খলা রক্ষাকারী বাহিনীগুলো পর্যাপ্ত নিরাপত্তা নিশ্চিত করতে না পারছে, তত দিন পর্যন্ত কারখানা কর্তৃপক্ষ শিল্প ও সম্পদ রক্ষায় কারখানা বন্ধ রাখতে পারবেন। তিনি আরও বলেন, ‘বহিরাগতদের হাত থেকে শিল্প ও সম্পদ রক্ষা করার সাংবিধানিক অধিকার’ প্রত্যেক উদ্যোক্তার রয়েছে।

কারখানা চালাতে নিরাপত্তা চেয়েছে বিজিএমইএ পোশাক শিল্পকে ঘিরে যারা চক্রান্ত করছে তাদেরকে চিহ্নিত করে ব্যবস্থা নিতে এবং কারখানা চালানোর জন্য পর্যাপ্ত নিরাপত্তা দিতে সরকারের প্রতি অনুরোধ জানিয়েছে রপ্তানিকারকদের সংগঠন (বিজিএমইএ)। রোরবার রাজধানীর উত্তরায় সংগঠনের কার্যালয়ে এক সংবাদ সম্মেলনে এ অনুরোধ জানিয়েছেন বিজিএমইএ সভাপতি ফারুক হাসান। বিজিএমইএ সভাপতি বলেন, আমরা লক্ষ্য করছি, মঞ্জুরি বৃদ্ধির পরও আন্দোলনের নামে বিভিন্ন কারখানায় ভাঙচুর করা হচ্ছে। মজুরি ঘোষণার পর থেকে বেশ কিছু কারখানায় অজ্ঞাতনামা কিছু লোক কারখানার ভেতরে ব্যাপক ধ্বংসযজ্ঞ চালিয়েছে।

Garment factories will remain closed until vandalism stops: BGMEA The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) on Sunday said the authorities can keep their factories closed until vandalism stops and law enforcement agencies can ensure adequate security of the factories. The authorities can do so under Section 13 (1) of the labour law to protect the industry and property, BGMEA President Faruque Hassan said at a press conference in the capital. He said every entrepreneur has a constitutional right to protect his industry and property from outsiders.

শ্রমিকদের সর্বনিম্ন মজুরি ১২৫০০ টাকা সর্বোচ্চ ১৮৮০০ :খসড়া গেজেট প্রকাশ গত ৭ নভেম্বর দেশের তৈরি পোশাক খাতের শ্রমিকদের জন্য ন্যূনতম মজুরি ১২ হাজার ৫০০ টাকা ঘোষণা করা হয়েছিল। এর ঠিক ৫ দিনের মাথায় গতকাল রোববার খসড়া গেজেট প্রকাশ করল সরকার। এতে সর্বনিম্ন মজুরি সাড়ে ১২ হাজার উল্লেখ করার পাশাপাশি কর্মচারী শ্রেণিতে সর্বোচ্চ ১৮ হাজার ৮০০ টাকা মজুরি কাঠামো উল্লেখ করা হয়েছে। একইভাবে অন্যান্য গ্রেডেও মজুরি কত হবে সেটিও উল্লেখ রয়েছে খসড়া গেজেটে। নিম্নতম মজুরি বোর্ডের চেয়ারম্যান লিয়াকত আলী মোল্লা স্বাক্ষরিত এ খসড়া গেজেটে আরও বলা হয়েছে, এ মজুরি হারের ওপর কারও কোনো সুপারিশ বা আপত্তি থাকলে আগামী ১৪ দিনের মধ্যে নিম্নতম মজুরি বোর্ডের চেয়ারম্যানের কাছে লিখিতভাবে জানাতে হবে। এই সময়সীমার মধ্যে পাওয়া আপত্তি বা সুপারিশ বিবেচনার পর বোর্ড সরকারের কাছে সুপারিশ করবে।

BGMEA calls for recruitment freeze as buyers delay orders The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) has asked its member factories to suspend fresh recruitment as the Western buyers are delaying new orders amid ongoing labour protests demanding "fair wages". At a press conference on Sunday, the apex body of the country's apparel sector said factory owners can shutter their operations under the labour law if workers cease work, abandon their posts or engage in vandalism. "Until vandalism stops and unless law enforcement agencies ensure the safety, factory owners can keep their units shut under the Labor Law provision 13 (1) to protect the industry and property," BGMEA President Faruque Hassan said. "Every entrepreneur has the constitutional right to protect their industry and property from outsiders," he said during the press briefing at BGMEA headquarters in the city.

The RMG sector has a challenging decade ahead. Is the industry prepared? Barrister Shehrin Salam Oishee, a director of Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and also the director of Envoy Design Ltd., contended that the wages offered to garment workers in Bangladesh are not low but rather competitive. Meanwhile, according to Mohiuddin Rubel, another director of BGMEA and also the additional managing director of Denim Expert, the workers' wage is gradually increasing in the country and it will further increase in the future.Abdullah Hil Rakib, another director of BGMEA and also the managing director of Team Group, said that although complete automation is not yet possible, Bangladesh's RMG sector has seen a transformation towards semi-automatic processes.

পণ্য খালাসে দেরি করলে গুনতে হবে জরিমানা শুল্কায়নের ১০ দিনের মধ্যে শুল্ক-কর পরিশোধ সাপেক্ষে পণ্য বন্দর থেকে খালাস নিতে হবে, নইলে গুনতে হবে জরিমানা। কনটেইনার জট কমাতে নতুন কাস্টমস আইনে এ বিধান রাখা হয়েছে। এমনকি বন্দরে পৌঁছানোর ৫ দিনের মধ্যে পণ্যের ঘোষণা বা বিল অব এন্ট্রি জমার বিধান রাখা হয়েছে, এ নিয়ম ভঙ্গ করলে আমদানিকারককে জরিমানা গুনতে হবে। যদিও বিল অব এন্ট্রি সংশোধনের সুযোগ এবং শুল্ক ফাঁকি উদ্ঘাটনের আগে অপরাধ স্বীকার করলে জরিমানা থেকে অব্যাহতির বিধান রাখা হয়েছে আইনে। ৩১ অক্টোবর জাতীয় সংসদে কাস্টমস আইন ২০২৩ পাশ হয়।
