পোশাক শিল্পের বেতন-ভাতা পরিশোধে বিশেষ ঋণ সুবিধার নির্দেশ তৈরি পোশাক শিল্প খাতের শ্রমিক-কর্মচারীদের বেতন-ভাতা পরিশোধে বিশেষ ঋণ সুবিধার নির্দেশনা দিয়েছে বাংলাদেশ ব্যাংক। রবিবার বাংলাদেশ ব্যাংকের ব্যাংকিং প্রবিধি ও নীতি বিভাগ এ সংক্রান্ত সার্কুলার জারি করেছে। কেন্দ্রীয় ব্যাংক জানায়, সাম্প্রতিক অভ্যন্তরীণ রাজনৈতিক ও বৈশ্বিক অর্থনৈতিক প্রেক্ষাপটে ব্যবসায়িক পরিবেশ বিঘ্নিত হয়েছে। এতে করে রপ্তানিমুখী শিল্প প্রতিষ্ঠানের উৎপাদন কার্যক্রম এবং রপ্তানিমূল্য যথাসময়ে প্রত্যাবাসন প্রক্রিয়া বাধাগ্রস্ত হচ্ছে। এমন অবস্থায় প্রতিষ্ঠানের শ্রমিক-কর্মচারীদের বেতন-ভাতা পরিশোধ করতে পারছে না। এমন পরিস্থিতিতে রপ্তানিমুখী শিল্প প্রতিষ্ঠানের উৎপাদন সক্ষমতা ঠিক রাখতে ঋণ সুবিধা দেওয়া হবে।

BGMEA for collective efforts to ensure security of garment factories Leaders of Bangladesh Garment Manufacturers and Exporters Association (BGMEA) have sought cooperation from all stakeholders including law enforcement agencies, business community and workers to ensure security of garment factories and uphold labour conditions. They made the call at two separate meetings with the leaders of IndustriALL Bangladesh Council (IBC) and Labour Federations at the BGMEA office on Saturday.BGMEA President Khandoker Rafiqul Islam presided over the meetings, which were attended by BGMEA Vice President (Finance) Md. Nasir Uddin, and directors Md. Mohiuddin Rubel, Md. Nurul Islam, Saifuddin Siddiquie Sagar, and Md. Rezaul Alam Miru.

RMG sector faces fresh labour protests : The central bank offers soft loans for August salaries of workers The central bank has offered soft loans for the apparel industry but the incentive has met with growing security concerns as worker protests forced dozens of readymade garment factories to suspend production near Dhaka on Sunday. After a meeting on Sunday evening with factory owners and various law enforcement agencies, including the army, industrial police, and intelligence agencies, BGMEA President Khandoker Rafiqul Islam announced that all factories in the Ashulia area will remain open on Monday. He said that law enforcement agencies have assured factory owners of their support in maintaining security. BGMEA President Khandoker Rafiqul Islam noted that the organisation has been in discussions with trade union leaders, seeking their cooperation and identifying those involved in the unrest. "The union leaders acknowledged that this is not the right time for demonstrations demanding benefit hikes, especially after the implementation of a new wage structure," Rafiqul Islam said. "We have also spoken with the current government to ensure security for industries during this period of economic volatility," he added.

AUGUST SALARY: RMG owners to get soft loan to pay workers This decision was made during a meeting between the central bank Governor Ahsan H Mansur and leaders of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) on Sunday. A notification was issued in this regard after the meeting. Speaking to The Business Post, BGMEA President Khandoker Rafiqul Islam said, “We were already in negative export growth and we failed to continue production at least for 10 days in July-August due to the recent student revolution.” "We urged the government and the central bank to provide a soft loan to pay the workers' salaries for August, and they have finally approved it," he said. Rafiqul further added that around Tk 2,800 crore is needed to pay a single month's salary for the workers.

বাংলাদেশ ব্যাংকের প্রজ্ঞাপন : রফতানিমুখী শিল্প প্রতিষ্ঠান আগস্ট মাসের বেতন দিতে ঋণ পাবে তৈরি পোশাকসহ সচল রফতানিমূখী শিল্প প্রতিষ্ঠানের আগস্ট মাসের বেতন-ভাতা দিতে ঋণ সুবিধা পাবেন উদ্যোক্তারা। রোববার (১ সেপ্টেম্বর) বাংলাদেশ ব্যাংক এক প্রজ্ঞাপন জারি করেছে। এতে বলা হয়, শুধুমাত্র আগস্ট মাসের বেতন-ভাতা পরিশোধের জন্য এই ঋণ ব্যবহার করা যাবে। আর ব্যাংকার-গ্রাহক সম্পর্কের ভিত্তিতে এই ঋণ সুবিধা পাবেন উদ্যোক্তা। ঋণের বিপরীতে বাজারভিত্তিক প্রচলিত সুদহার প্রযোজ্য হবে।

তৈরি পোশাক রপ্তানির শীর্ষে ইয়াংওয়ান ও হা-মীম, অনন্তের চমক বাংলাদেশ থেকে তৈরি পোশাক রপ্তানির শীর্ষ স্থানটি বিদেশি উদ্যোক্তার দখলেই আছে। শীর্ষ রপ্তানিকারকের তালিকায় এবারও শীর্ষে রয়েছে দক্ষিণ কোরিয়ার কিহাক সাংয়ের মালিকানাধীন ইয়াংওয়ান করপোরেশনের। দ্বিতীয় স্থানে আছে দেশীয় মালিকানাধীন কোম্পানি হা-মীম গ্রুপ। দুই বছর ধরে এই দুই গ্রুপের রপ্তানি কমলেও তারা শীর্ষ স্থান দুটি ধরে রেখেছে। বিদায়ী ২০২৩-২৪ অর্থবছরে তৈরি পোশাক রপ্তানিতে সেরা দশে জায়গা করে নেওয়া বাকি আট শিল্পগোষ্ঠী হলো মণ্ডল গ্রুপ, অনন্ত গ্রুপ, ডিবিএল গ্রুপ, প্যাসিফিক গ্রুপ, পলমল গ্রুপ, স্ট্যান্ডার্ড গ্রুপ, বেক্সিমকো ও স্কয়ার গ্রুপ। এই আট অবস্থানে এক-দুই বছরের ব্যবধানে কেউ এগিয়েছে, কেউ পিছিয়েছে, কেউবা আবার ছিটকে পড়েছে।

আইবিসির সঙ্গে বিজিএমইএর মতবিনিময় : পোশাক শিল্প খাতকে স্থিতিশীল রাখতে সহযোগিতার আহ্বান দেশে চলমান পরিস্থিতিতে পোশাক শিল্প খাতে স্থিতিশীল শ্রম পরিস্থিতি বজায় রাখতে ইন্ডাস্ট্রিয়াল বাংলাদেশ কাউন্সিলের (আইবিসি) সহযোগিতা চেয়েছে বাংলাদেশ পোশাক প্রস্তুতকারক ও রফতানিকারক সমিতি (বিজিএমইএ)। গতকাল বিজিএমইএ কমপ্লেক্সে অনুষ্ঠিত আইবিসির নেতাদের সঙ্গে এক মতবিনিময় সভায় এ সহযোগিতা চাওয়া হয়।বিজিএমইএ সভাপতি খন্দকার রফিকুল ইসলামের সভাপতিত্বে মতবিনিময় সভায় অংশ নেন সংগঠনের সহসভাপতি (অর্থ) মো. নাসির উদ্দিন, পরিচালক মো. মহিউদ্দিন রুবেল, মো. নুরুল ইসলাম, সাইফুদ্দিন সিদ্দিকী সাগর, মো. রেজাউল আলম (মিরু)। সভায় সেনা কর্মকর্তা কর্নেল মহিউদ্দিন, শিল্পাঞ্চল পুলিশ সদর দপ্তরের অতিরিক্ত মহাপরিদর্শক মোহাম্মদ আজাদ মিয়া, ডিআইজি (ডিআইএফআই, গাজীপুর) আহমেদ বেল্লাল, ইন্ডাস্ট্রিয়াল পুলিশ গাজীপুরের এসপি মো. সারওয়ার আলম এবং বিভিন্ন আইন-শৃঙ্খলা রক্ষাকারী বাহিনীর প্রতিনিধিরা উপস্থিত ছিলেন। এছাড়া ছিলেন আইবিসির সাধারণ সম্পাদক শহিদুল্লাহ বাদল, জাতীয় গার্মেন্টস শ্রমিক ফেডারেশনের সভাপতি আমিরুল হক আমিন, বাংলাদেশ টেক্সটাইল গার্মেন্টস ও লেদার ওয়ার্কার্স ফেডারেশনের সভাপতি কুতুব উদ্দিন আহমেদ, ইউনাইটেড ফেডারেশন অব গার্মেন্টস ওয়ার্কার্সের সাধারণ সম্পাদক নুরুল ইসলাম, বাংলাদেশ টেক্সটাইল অ্যান্ড গার্মেন্টস ওয়ার্কার্স লীগের জেড এম কামরুল আনাম, ফেডারেশন অব গার্মেন্টস ওয়ার্কার্সের সাধারণ সম্পাদক চায়না রহমান এবং বাংলাদেশ মেটাল ওয়ার্কার্স ফেডারেশনের সভাপতি এএম নাজিম উদ্দিন। একই দিনে আইবিসি-বহির্ভূত ২৫টি শ্রমিক ফেডারেশনের সঙ্গে অপর এক মতবিনিময় সভার আয়োজন করে বিজিএমইএ।

BGMEA seeks IndustriALL support to prevent labour unrest The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) has sought the cooperation of the IndustriALL Bangladesh Council (IBC) leaders to ensure that there is no labour unrest. The request was made during a meeting held on August 31 at the BGMEA Complex in Uttara.The BGMEA requested the IBC leaders' cooperation to avert labour unrest and road blockades by workers. The meeting emphasised a tripartite approach to resolving internal conflicts at factories, it also mentioned. BGMEA President Khandoker Rafiqul Islam stated, "If there is any problem somewhere, we will have to work together." He called for collective cooperation to address these issues. Colonel Mohiuddin noted that while demands may arise, they should be addressed collaboratively.

BGMEA held meeting with non-IBC leaders Bangladesh Garment Manufacturers and Exporters Association (BGMEA) leaders held a discussion with the leaders of non-IBC labour federations yesterday to maintain stable labour conditions in the garment sector amidst the ongoing challenges. BGMEA President Khandoker Rafiqul Islam presided over this meeting at the BGMEA complex, which was attended by BGMEA Vice President (Finance) Md Nasir Uddin, and Directors Md Mohiuddin Rubel, Md Nurul Islam, Saifuddin Siddiquie Sagar, and Md Rezaul Alam (Miru). Colonel Mohiuddin, Admin, Savar; Lt. Col. Md Asif Rahman, PSC, Captain, 27 East Bengal Regiment, Gazipur; Lt. Col. Abul Bashar Tuhin, Captain, 32 East Bengal; Mohammad Azad Miah, DIG, Industrial Police Headquarters; and representatives from various law enforcement agencies were present among others. Around 25 labour leaders from non-IBC labour federations participated in the meeting.
