USTR team urges Bangladesh’s labour law reforms to align with int’l standards A visiting delegation from the Office of the United States Trade Representative (USTR) has urged Bangladesh to reform its labour laws in line with international standards. Brendan Lynch, assistant US Trade Representative for South and Central Asia, made the call during a meeting with a delegation from the Bangladesh Garment Manufacturers and Exporters Association (BGMEA). The meeting, organised by the US Embassy in Dhaka, took place at the Chief of Mission Residence in Gulshan. Led by Lynch, the three-member US team is in Dhaka on a three-day visit to work towards finalising a trade deal addressing countervailing duties and reciprocal tariffs. Other members of the delegation attended the meeting along with US Embassy officials, including Chargé d’Affaires Tracy Ann Jacobson and Labour Attaché Leena Khan. The BGMEA delegation included Vice-President Md Rezwan Selim, Directors Faisal Samad and Mohammed Abdus Salam, and Lutfe M Ayub, chairman of the BGMEA Standing Committee on FTA and PTA.

Sakhawat urges global buyer brands to ensure fair prices of Bangladesh products Assistant US Trade Representative (South and Central Asia) Brendan Lynch and Director for South Asia Emily Ashby called on Labour and Employment Adviser Brigadier General (retd) Dr M Sakhawat Hossain at his Secretariat office on Sunday. During the meeting, they discussed the development of Bangladesh's labour sector, facilitation of trade union registration, implementation of the US 11-point agreement on labour rights and strengthening trade cooperation.

বিজিএমইএকে ইউএসটিআর : রফতানি পণ্যে ২০% মার্কিন কাঁচামাল ব্যবহার করলে শুল্ক কমবে বাংলাদেশ থেকে মার্কিন বাজারে রফতানীকৃত পোশাকে যদি ২০ শতাংশ বা তার বেশি যুক্তরাষ্ট্রের কাঁচামাল ব্যবহার হয়, তবে সেই পণ্যের ওপর আরোপিত ২০ শতাংশ অতিরিক্ত শুল্ক থেকে আনুপাতিক হারে অব্যাহতি পাওয়া যাবে। ঢাকা সফররত যুক্তরাষ্ট্রের বাণিজ্য প্রতিনিধির দপ্তরের (ইউএসটিআর) প্রতিনিধি দল এ তথ্য জানিয়েছে।ইউএসটিআর কর্মকর্তারা গতকাল বাংলাদেশ গার্মেন্ট ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশনের (বিজিএমইএ) একটি প্রতিনিধি দলের সঙ্গে বৈঠক করেন। এ সময় যুক্তরাষ্ট্রের সহকারী বাণিজ্য প্রতিনিধি (ইউএসটিআর) ব্রেন্ডেন লিঞ্চ তাদের এ কথা জানান। রাজধানীর গুলশানে চিফ অব মিশন রেসিডেন্সে এ সভার আয়োজন করে ঢাকার মার্কিন দূতাবাস। অন্যদিকে এদিন প্রধান উপদেষ্টা ড. মুহাম্মদ ইউনূসের সঙ্গেও বৈঠক করেন যুক্তরাষ্ট্রের সহকারী বাণিজ্য প্রতিনিধি ব্রেন্ডেন লিঞ্চ। বিজিএমইএ সভাপতি মাহমুদ হাসান খানের নেতৃত্বে বিজিএমইএ প্রতিনিধি দলে আরো উপস্থিত ছিলেন সহসভাপতি রেজওয়ান সেলিম, পরিচালক ফয়সাল সামাদ, পরিচালক আবদুস সালাম ও স্ট্যান্ডিং কমিটি অন এফটিএ অ্যান্ড পিটিএর চেয়ারম্যান লুৎফে এম আইয়ুব। বৈঠকে মার্কিন প্রতিনিধি দলের অন্য দুই সদস্য ছাড়াও ঢাকার যুক্তরাষ্ট্র দূতাবাসের ভারপ্রাপ্ত রাষ্ট্রদূত ট্রেসি অ্যান জ্যাকবসন ও লেবার অ্যাটাশে লীনা খান উপস্থিত ছিলেন।

After ICDs, Ctg port hikes service charges by 41% In the first major tariff review in almost four decades, the Chittagong Port Authority (CPA) has raised service charges at Chattogram port by 41 percent. The increase took effect yesterday following a gazette notification issued on Sunday night. Business leaders fear the hike will push up the cost of foreign trade and erode competitiveness just as Bangladesh prepares to graduate from least developed country status in November next year, when it will lose preferential market access. Anwar-ul-Alam Parvez, president of the Bangladesh Chamber of Industries (BCI), said the rise in charges has imposed an extra burden on businesses. Nasir Uddin Chowdhury, former first vice-president of BGMEA, said they had requested the government to defer the tariff hike for a year, but this was rejected. BGMEA President Mahmud Hasan Khan called the increase unacceptable.

Tariff may drop if Bangladeshi exports contain over 20% US raw materials: USTR A delegation from the United States Trade Representative's (USTR) office, currently in Dhaka, has said that Bangladeshi exports sent to the US may get lower tariffs if more than 20% of the goods' raw materials are sourced from the US, adding that the tariff reduction would apply only to that portion of the product. While this is mentioned in the US executive order, the delegation noted that work is currently underway to determine how the traceability of these raw materials will be ensured. The American delegation, led by Assistant USTR for South and Central Asia Brendan Lynch, shared the development during a meeting with the leadership of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) in Dhaka today (15 September).

চট্টগ্রাম বন্দরে নতুন মাশুল কার্যকর, রপ্তানিতে চাপের শঙ্কা চট্টগ্রাম বন্দরে ৩৯ বছর পর নতুন মাশুল হার কার্যকর হয়েছে। সরকারি হিসাব অনুযায়ী তা গড়ে ৪১ শতাংশ বেড়েছে। এতে করে রপ্তানি খাত চাপে পড়বে বলে আশঙ্কা করছেন বন্দর ব্যবহারকারীরা। গত রোববার (১৪ সেপ্টেম্বর) দিবাগত রাতে জারি করা সরকারি প্রজ্ঞাপন অনুযায়ী সোমবার (১৫ সেপ্টেম্বর) থেকে নতুন মাশুল কার্যকর হয়েছে। ইন্টারন্যাশনাল বিজনেস ফোরাম চট্টগ্রামের সভাপতি এবং বাংলাদেশ পোশাক প্রস্তুতকারক ও রপ্তানিকারক সমিতির (বিজিএমইএ) পরিচালক এস এম আবু তৈয়ব বলেন, সবচেয়ে বেশি চাপে পড়বে তৈরি পোশাক খাত। কারণ, কাঁচামাল আমদানির সময় একবার মাশুল দিতে হবে, আবার রপ্তানির সময় দিতে হবে। দুই দফায় এ চাপ কোনোভাবেই যুক্তিসংগত নয়।

দেশ রুপান্তর
৩৯ বছর পর ট্যারিফ বাড়ল যথারীতি চট্টগ্রাম বন্দরের ট্যারিফ বাড়ানো হলো। ব্যবহারকারীদের বিরোধিতা সত্ত্বেও বন্দরে জাহাজ ভেড়ানো থেকে শুরু করে কনটেইনার ওঠানো ও নামানোসহ সব সেবার বিপরীতে ৩০ থেকে ৫০ শতাংশ পর্যন্ত ট্যারিফ বেড়েছে। ৩৯ বছর পর এই ট্যারিফ বাড়ানো হলেও ব্যবসায়ীরা আশঙ্কা করছেন, এতে ভোক্তা পর্যায়ে পণ্যের দাম বেড়ে যাবে। গতকাল সোমবার থেকে এ ট্যারিফ কার্যকর হওয়ার কথা থাকলেও সরকারের পক্ষ থেকে গেজেট প্রকাশের পর বন্দর ব্যবহারকারীদের মধ্যে অসন্তোষ দেখা দিয়েছে। তাদের অভিযোগ, উন্নত বন্দরের আদলে চার্জ আদায় করা হলেও, সেবার মান রয়েছে সনাতন বন্দরের মতো। তবে ভোক্তা পর্যায়ে নেতিবাচক প্রভাব পড়বে বলে মনে করেন বাংলাদেশ গার্মেন্ট ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশনের (বিজিএমইএ) পরিচালক রাকিবুল আলম চৌধুরী। তিনি বলেন, ‘বর্ধিত ট্যারিফের কারণে গার্মেন্ট পণ্যের আমদানি ও রপ্তানিতে খরচ বেড়ে যাবে। তখন পোশাক শিল্পের ক্রেতারা আমাদের দেশের পরিবর্তে অন্য দেশে কার্যাদেশ দেবেন। প্রতিযোগিতামূলক বাজারে দেশের অনেক গার্মেন্ট কারখানা টিকতে না পেরে বন্ধও হয়ে যেতে পারে।’

RMG exports to major markets see growth The country’s readymade garment exports to its major destinations witnessed a moderate growth in the July-August period of the current financial year of 2025-26. According to the country-wise detailed export data from the Export Promotion Bureau, Bangladesh exported RMG items worth $7.13 billion in July-August of FY26, an increase of 9.63 per cent from $6.50 billion in the same period of FY25. Mohiuddin Rubel, former director of the Bangladesh Garment Manufacturers and Exporters Association, said that Bangladesh’s current growth in exports significantly depended on the EU and the US. The moderate growth in the non-traditional market underscores the importance of further research and focus in this category, as it possesses substantial growth potential, which will also help balance reliance on traditional markets, he added.

US Buyers shifting to Bangladesh from India, China The country's apparels exports saw a 10.44 per cent rise in non-traditional markets, totaling US$1.15 billion during July-August period, which is 16.11 per cent overall market share in this period of 2025-26.Meanwhile many export orders previously supplied by China and India are now shifting to Bangladesh. Indian Engineering Export Promotion Council said exports to the US will fall by 20 to 30 percent in September alone due to additional US tariffs and Bangladesh would benefit. Shovon Islam, Managing Director (MD) of Sparrow Group, said, exports to India using land ports with a seven-day lead time and low transportation costs. But now, after restrictions, it takes 15-21 days to export consignments by sea with additional cost.

প্যারিসে শুরু হলো আন্তর্জাতিক বস্ত্রমেলা টেক্সওয়ার্ল্ড অ্যাপারেল সোর্সিং ফ্রান্সের রাজধানী প্যারিসের উপকণ্ঠে প্যারিস-লা বোর্জের প্রদর্শনী কেন্দ্রে সোমবার (১৫ সেপ্টেম্বর) শুরু হলো টেক্সওয়ার্ল্ড অ্যাপারেল সোর্সিং প্যারিস ২০২৫ আন্তর্জাতিক বস্ত্রমেলা। তিন দিনব্যাপী এ আয়োজন ঘিরে ইতোমধ্যেই বিশ্বব্যাপী বস্ত্রশিল্প সংশ্লিষ্ট ব্যবসায়ীদের ভিড় জমেছে। আন্তর্জাতিক এ প্রদর্শনীতে ৩০টিরও বেশি দেশের প্রায় ১ হাজার ৩০০ প্রতিষ্ঠান অংশ নিচ্ছে। মূলত কাপড়, পোশাক, চামড়াজাত পণ্য ও উন্নত টেক্সটাইল প্রযুক্তি প্রদর্শিত হচ্ছে মেলাটিতে।চীন, ভারত, তুরস্ক, দক্ষিণ কোরিয়া, তাইওয়ান ও হংকংসহ বিশ্বের প্রধান টেক্সটাইল উৎপাদনকারী দেশগুলোর অংশগ্রহণ রয়েছে এবারে। পাশাপাশি বাংলাদেশ, ইন্দোনেশিয়া, পাকিস্তান, থাইল্যান্ড ও মালয়েশিয়ার প্রতিষ্ঠানগুলোকেও দেখা যাবে। বাংলাদেশ থেকে সরকারি উদ্যোগে রপ্তানি উন্নয়ন ব্যুরোর (ইপিবি) মাধ্যমে ছয়টি ও বেসরকারি উদ্যোগে ১৩টি প্রতিষ্ঠান অংশ নিয়েছে, মোট ১৯টি।

স্থলপথে নিষেধাজ্ঞার পরও ভারতে বাড়ছে রপ্তানি আয় স্থলপথে রপ্তানি নিষেধাজ্ঞা আটকাতে পারেনি ভারতের বাজারে বাংলাদেশের বাণিজ্য। একের পর এক বিধিনিষেধ আর শর্তের পরও পার্শ্ববর্তী দেশটিতে বাংলাদেশের পণ্য রপ্তানি উল্লেখযোগ্য হারে বেড়েছে। রপ্তানি উন্নয়ন ব্যুরোর (ইপিবি) সর্বশেষ তথ্য অনুযায়ী, চলতি অর্থবছরের জুলাই-আগস্টে ভারতে বাংলাদেশের পণ্য রপ্তানির পরিমাণ দাঁড়িয়েছে ৩১ কোটি ১৩ লাখ মার্কিন ডলার। আগের অর্থবছরের একই সময়ে দেশটিতে ২৮ কোটি ৫৭ লাখ মার্কিন ডলারের পণ্য রপ্তানি হয়েছিল। সে হিসাবে দুই মাসেই রপ্তানি বেড়েছে ২ কোটি ৫৬ লাখ মার্কিন ডলারের।
