জাতিসংঘ প্রতিনিধিদের সঙ্গে বৈঠকে পোশাক খাতের সংগঠনগুলোর নেতারা : এলডিসি উত্তরণ কৌশল বাস্তবায়নে সমন্বয়হীনতায় গভীর উদ্বেগ প্রকাশ স্বল্পোন্নত দেশের (এলডিসি) তালিকা থেকে উত্তরণে সুচারু উত্তরণ কৌশল (এসটিএস) বাস্তবায়নে সমন্বয়হীনতা নিয়ে গভীর উদ্বেগ প্রকাশ করেছে দেশের পোশাক খাতের ব্যবসায়ীদের সংগঠনগুলো। ঢাকা সফররত জাতিসংঘের হাই রিপ্রেজেন্টেটিভ মিশনের (ইউএন-ওএইচআরএলএলএস) সঙ্গে গতকাল একটি কৌশলগত পরামর্শ সভায় এ উদ্বেগ জানানো হয়। বাংলাদেশ পোশাক প্রস্তুতকারক ও রফতানিকারক সমিতি (বিজিএমইএ) এক সংবাদ বিজ্ঞপ্তিতে এ তথ্য জানিয়েছে। রাজধানীর গুলশানে জাতিসংঘ ভবনে (ইউএন হাউজ) এ সভা অনুষ্ঠিত হয়। বিজিএমইএ সভাপতি মাহমুদ হাসান খানের নেতৃত্বে আলোচনায় অংশ নেন বিকেএমইএ সভাপতি মোহাম্মদ হাতেম ও নির্বাহী সভাপতি ফজলে শামীম এহসান, বিটিটিএলএমইএ চেয়ারম্যান ও বিটিএমএ পরিচালক হোসেন মেহমুদ, বিজিএমইএ পরিচালক ফয়সাল সামাদ, সাবেক পরিচালক শরীফ জহির এবং সাবেক পরিচালক ও এফটিএ অ্যান্ড পিটিএ স্ট্যান্ডিং কমিটির চেয়ারম্যান লুৎফে এম আইয়ুব।

Private sector seeks six-year delay to LDC graduation Top business leaders yesterday urged a visiting United Nations (UN) delegation to recommend deferring Bangladesh's graduation from the least developed country (LDC) club by five to six years. Mahmud Hasan Khan, president of BGMEA, said the price of gas had risen by 286 percent between 2016 and 2023, while captive power costs increased by 40 percent, driving up production expenses amid an already strained economy. He added that non-performing loans have risen to 27 percent, while bank interest rates stand at around 15 percent, further burdening manufacturers.Khan expressed concern over ongoing political uncertainty, instability in global trade, declining orders ahead of the national election, and weak coordination in implementing the Smooth Transition Strategy (STS). He said limited industrial diversification and heavy dependence on imported raw materials pose major risks to long-term economic stability.

Businesses urge UN team to delay LDC graduation The business leaders from the country met on Monday with the visiting team from the UN Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, led by its acting director Roland Mollerus. During their meeting, BGMEA president Mahmud Hasan Khan Babu said that Bangladesh’s export-oriented sectors need sustained policy and technical support at both domestic and international levels to ensure a smooth and stable transition. He also said that they need strategic reforms and supportive policies to maintain macroeconomic stability and address post-graduation challenges. ‘Apparel industry, at this critical juncture of LDC graduation, is facing rising operating costs, infrastructure constraints, and financial stress,’ he added, saying that between 2016 and 2023, gas prices increased by 286 per cent.

শ্রম অধিকার লঙ্ঘনের ঘটনা তদন্ত করবে আরএসসি, সায় দিচ্ছে না বিজিএমইএ দেশের তৈরি পোশাক কারখানার কর্মক্ষেত্রে নিরাপত্তা ও স্বাস্থ্যগত (ওএসএইচ) বিষয়াদির পাশাপাশি শ্রম অধিকার লঙ্ঘনের অভিযোগ উঠলে তা তদন্ত করবে আরএমজি সাসটেইনেবিলিটি কাউন্সিল (আরএসসি)। শ্রম অধিকার লঙ্ঘনের অভিযোগের সত্যতা পেলে ওই কারখানার সংশ্লিষ্ট বৈশ্বিক ক্রেতাপ্রতিষ্ঠানকে তা জানাবে আরএসসি। এমনকি অভিযোগটি নির্দিষ্ট সময়সীমার মধ্যে সমাধানের নির্দেশনাও দিতে পারবে তারা। এ ক্ষেত্রে অভিযুক্ত কারখানার ক্রয়াদেশ বাতিল হওয়ার ঝুঁকি তৈরি হতে পারে।আরএসসির গত ২০ অক্টোবরের বোর্ড সভায় উপস্থিত ছিলেন বিজিএমইএর সভাপতি মাহমুদ হাসান খান। জানতে চাইলে তিনি সোমবার প্রথম আলোকে বলেন, বোর্ড সভায় কারখানার নিরাপত্তা ও স্বাস্থ্যগত ইস্যুর বাইরে শ্রম অধিকার–সংক্রান্ত অভিযোগের ঘটনা তদন্ত–সংক্রান্ত বিষয়ে কোনো সিদ্ধান্ত হয়নি। আরএসসির প্রটোকল অনুযায়ী, কোনো সিদ্ধান্ত নিতে হলে তিন পক্ষকে একমত হতে হবে। কেউ আপত্তি জানালে অনুমোদিত হওয়ার সুযোগ নেই। অনুমোদিত না হওয়া একটি বিষয়ে কেন আরএসসির এমডি কারখানাগুলোকে চিঠি পাঠালেন, সে বিষয়ে জানতে শিগগিরই সংস্থাটির বোর্ড সভা হবে বলে জানান তিনি।

RMG sector urges stable policy support for LDC graduation A strategic consultation meeting was held in Dhaka today between representatives of Bangladesh’s export-oriented garment sector and the visiting United Nations mission from UN-OHRLLS (United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States). The meeting discussed the independent assessment of Bangladesh’s preparedness for graduation from the Least Developed Countries (LDC) category. During the session, BGMEA President Mahmud Hasan Khan underlined the macroeconomic vulnerabilities faced by the country and highlighted the pressing need for policy reforms and targeted support to tackle post-graduation risks. The meeting was held at the UN House in Gulshan with the participation of leaders from key trade bodies. Alongside BGMEA President Mahmud Hasan Khan, the discussions were joined by BKMEA President Mohammad Hatem, Executive President Fazlul Shamim Ehsan, BTTLMEA Chairman and BTMA Director Hossain Mehmud, BGMEA Director Faisal Samad, former BGMEA Director Sharif Zahir, and former BGMEA Director and Chairman of the Standing Committee on FTA & PTA Lutfe M Ayyub.

দেশের স্বার্থের ক্ষতি করে কাউকে বন্দরের টার্মিনাল দেওয়া হবে না: নৌপরিবহন উপদেষ্টা দেশের স্বার্থের ক্ষতি করে কাউকে বন্দর অপারেশন করতে দেওয়া হবে না বলে জানিয়েছেন নৌপরিবহন উপদেষ্টা অবসারপ্রাপ্ত ব্রিগেডিয়ার জেনারেল ড. এম সাখাওয়াত হোসেন। সোমবার (১০ নভেম্বর) বন্দরের লালদিয়ার চর কনটেইনার ইয়ার্ড উদ্বোধনের সময় তিনি এ কথা বলেন। অনুষ্ঠানে উপস্থিত ছিলেন বন্দর চেয়ারম্যান রিয়ার এডমিরাল এম মনিরুজ্জামান, অন্যান্য কর্মকর্তা ও শ্রমিক প্রতিনিধিরা। বন্দরের ট্যারিফ বৃদ্ধির প্রসঙ্গে উপদেষ্টা বলেন, ট্যারিফ বাড়ানোর আগে ব্যবসায়ীসহ বন্দরের সব স্টেকহোল্ডারের সঙ্গে আলোচনা করা হয়েছে। শ্রমিকদের সঙ্গেও কথা বলা হয়েছে। এখন শ্রমিকরা বলছেন, তাদের সঙ্গে আলোচনা হয়নি—এ অভিযোগ খতিয়ে দেখা হবে। তিনি বলেন, ১৯৮৪ সালের ট্যারিফ দিয়ে দীর্ঘ ৪০ বছর বন্দর পরিচালিত হয়েছে। অবশেষে হালনাগাদ করা হয়েছে। তবুও যেহেতু ব্যবসায়ীদের কিছু অভিযোগ এসেছে, বন্দর কর্তৃপক্ষকে সেটি পর্যালোচনা করার নির্দেশ দেওয়া হবে।

এলডিসি উত্তরণ উদযাপন থেকে উদ্বেগে পরিণত হয়েছে গত রবিবার সন্ধ্যায় রাজধানীর একটি হোটেলে বাংলাদেশ-মালয়েশিয়া চেম্বারের আয়োজনে এলডিসি উত্তরণ নিয়ে সেমিনারে এ কথা বলেন বক্তারা। এলডিসি উত্তরণ অবশ্যই পিছিয়ে দেওয়ার আবেদন করতে বলছেন বাংলাদেশ চেম্বার অব ইন্ডাস্ট্রিজের (বিসিআই) সভাপতি আনোয়ার উল আলম চৌধুরী পারভেজ। তিনি বলেন, ‘এখানে শুধু বেসরকারি খাতকে প্রস্তুতি নিলে হবে না, সরকারেরও অনেক প্রস্তুতির বিষয় আছে। ব্যবসার ব্যয় কমাতে হবে। আমাদের লজিস্টিক খরচ যুক্তরাজ্যের চেয়ে বেশি। জ্বালানি সমস্যা, সুদের হার বেশি। সবকিছুতেই মাথাব্যথার কারণ আছে, সে জন্য সময় দরকার।’ এদিকে ব্যবসায়ীরা প্রতিদিন প্রস্তুতি নিচ্ছেন বলে জানান তৈরি পোশাকশিল্প মালিকদের সংগঠন বিজিএমইএর সাবেক সভাপতি ফারুক হাসান। তিনি বলেন, ‘আমরা উত্তরণের বিপক্ষে নই। প্রস্তুতির জন্য উত্তরণের সময় কিছুটা বাড়ানোর জন্যে বলছি। সময় পেলে আমাদের প্রস্তুতি ভালো হবে। গত তিন মাসে রপ্তানি কমেছে। আগামী তিন মাসও কমতে পারে। কেননা বৈশ্বিক চাহিদা কমছে। আমরা কঠিন সময়ে আছি।’

Bangladesh to get duty-free access to Japan mkt for 3 yrs after graduation Bangladesh will continue to enjoy duty-free market access to Japan for three more years after graduating from the least-developed country (LDC) status as Tokyo has amended its tariff system to extend preferential treatment for LDCs. Japan formally notified the World Trade Organisation (WTO) on November 5 of the reform in its Temporary Tariff Measures Law, allowing graduated LDCs to retain trade privileges for an additional three years. The WTO's Committee on Trade and Development acknowledged Japan's measure on November 7, according to an official notification obtained by The Financial Express. Japan's notification explained that its Generalised System of Preferences (GSP) aims to promote exports from developing economies by applying reduced tariffs on designated goods to help them expand export income, industrialise, and foster economic growth.
