ট্যারিফ কমিশনকে বিজিএমইএর চিঠি : সুতা আমদানিতে শুল্কারোপ হলে পোশাক শিল্পে সংকট তৈরি হবে ভারত থেকে সুতা আমদানি কমাতে বন্ড সুবিধা বাতিলের সিদ্ধান্ত নিয়েছে সরকার। এর ফলে আমদানিতে আর শুল্কমুক্ত সুবিধা পাওয়া যাবে না। তবে সুতা আমদানিতে বিধিনিষেধ বা শুল্ক আরোপ হলে বাংলাদেশের নিট পোশাক শিল্পে মারাত্মক উৎপাদন সংকট, ব্যয় বৃদ্ধির চাপ এবং কর্মসংস্থানে সংকট তৈরি হতে পারে বলে সতর্ক করেছে বাংলাদেশ গার্মেন্ট ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশন (বিজিএমইএ)। বন্ড সুবিধা বাতিলের সিদ্ধান্ত পুনর্বিবেচনা করার জন্য এরই মধ্যে ট্রেড অ্যান্ড ট্যারিফ কমিশনে চিঠি দিয়েছে সংগঠনটি। গত ৩১ জানুয়ারি বাংলাদেশ ট্রেড অ্যান্ড ট্যারিফ কমিশনের চেয়ারম্যান বরাবর দেয়া এক চিঠিতে বিজিএমই বলছে, প্রস্তাবিত যেকোনো ধরনের সুতা আমদানি সীমাবদ্ধতা কেবল বাজারমূল্যের বিষয় নয়, বরং এটি পুরো রফতানি সরবরাহ ব্যবস্থায় কাঠামোগত উৎপাদন বাধা তৈরি করবে।

চট্টগ্রাম বন্দরের অচলাবস্থা পোশাক রপ্তানিতে বড় ঝুঁকি তৈরি করছে: উদ্যোক্তারা চট্টগ্রাম বন্দরের স্বাভাবিক কার্যক্রমে বিঘ্ন সৃষ্টি হওয়ায় গভীর উদ্বেগ জানিয়ে বাংলাদেশ তৈরি পোশাক প্রস্তুত ও রপ্তানিকারক সমিতির (বিজিএমইএ) ভারপ্রাপ্ত সভাপতি সেলিম রহমান সোমবার চট্টগ্রাম বন্দর কর্তৃপক্ষের চেয়ারম্যান রিয়ার অ্যাডমিরাল এস এম মনিরুজ্জামানকে (ওএসপি, এনডিসি, এনসিসি, পিএসসি) একটি চিঠি দিয়েছেন।এদিকে বিজিএমইএ পরিচালক রকিবুল আলম চৌধুরী বলেন, চট্টগ্রাম বন্দরের কার্যক্রম বন্ধ থাকায় সৃষ্ট সংকট দ্রুত সমাধান করে আমদানি-রপ্তানি কার্যক্রম স্বাভাবিক রাখা এখন অত্যন্ত জরুরি। তিনি বলেন, চট্টগ্রাম বন্দর তৈরি পোশাক খাতের সবচেয়ে বড় ব্যবহারকারী। কাঁচামাল আমদানি থেকে শুরু করে তৈরি পোশাক ও অন্যান্য পণ্য রপ্তানি, উভয় কার্যক্রমই সম্পূর্ণভাবে এই বন্দরের ওপর নির্ভরশীল।

Yarn import restriction to risk buyers and employment: BGMEA Any kind of import restriction or severe tariff measure on yarn will create a supply constraint, resulting in the loss of buyers and risks to employment, said the Bangladesh Garment Manufacturers and Exporters Association (BGMEA).The BGMEA sent a note to the Bangladesh Trade and Tariff Commission (BTTC) on January 31 clarifying the consequences of the proposed withdrawal of the duty-free import facility on yarn, which was recommended by the commerce ministry to the National Board of Revenue (NBR) last month. BGMEA Acting President Salim Rahman, in his letter, also said knit exports support approximately 1.8 million direct garment workers and an estimated 2.5 to 3 million indirect workers across spinning, knitting, dyeing, finishing, logistics, and ancillary services.

Exports hold steady in January The country’s merchandise exports held nearly steady in January, with shipments totalling $4.41 billion, down 0.50 percent year-on-year, according to Export Promotion Bureau (EPB) data. Inamul Haq Khan, senior vice-president of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), expressed hope for a rebound after the country’s general election on February 12. “Because the international clothing retailers and brands did not place their full work orders considering the election year, it is a normal practice by the international retailers and brands usually before the election,” he said. “We are hopeful that a positive change in placing of work orders by the retailers and brands after the election,” Khan told The Daily Star over phone yesterday.

Apparel leaders push for cash incentive changes to aid spinners Leaders of the apparel and textile sector have urged the government to overhaul the existing cash incentive structure to enhance the competitiveness of local spinning mills. Without targeted support, the primary textile sector could continue to lose ground amid rising costs and weak global demand, they warn.The call comes ahead of a meeting of the Ministry of Finance with key stakeholders, including the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), the Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA), and the Bangladesh Textile Mills Association (BTMA), about the yarn import issue. The meeting will be held at the Ministry of Finance, with the finance adviser and other relevant stakeholders expected to attend. BGMEA Vice President Md Shehab Udduza Chowdhury said a sustainable incentive framework for spinners was crucial to protect the country's apparel value chain. "A competitive spinning sector ensures supply security, shorter lead times, and better price stability for garment exporters," he said, adding that any reform should be designed in consultation with all stakeholders.

পোশাক-বহির্ভূত রপ্তানি বেড়েছে, কিন্তু আরএমজি খাতে রপ্তানির গতি কমায় মোট আয় একই থাকছে চলতি অর্থবছরের প্রথম সাত মাসে বাংলাদেশের রপ্তানি আয় প্রায় একই আছে। তৈরি পোশাক (আরএমজি) খাতের বাইরে অন্য কিছু পণ্যের রপ্তানি সামান্য বাড়লেও পোশাক রপ্তানি ধারাবাহিকভাবে কমার প্রভাবে মোট আয়ের চিত্র অপরিবর্তিত রয়েছে। এটি মূলত একটিমাত্র রপ্তানি খাতের ওপর অর্থনীতির অতিনির্ভরশীলতারই প্রতিফলন। ডিবিএল গ্রুপের ভাইস চেয়ারম্যান এম এ রহিম ফিরোজ বলেন, অতীত অভিজ্ঞতা হচ্ছে নির্বাচনের আগে ও পরে বিদেশি ক্রেতারা অর্ডার কমিয়ে দেয়। গত ৩০ বছর ধরেই এমন দেখা যাচ্ছে। আগামী দুই মাসও রপ্তানি প্রবৃদ্ধি কমবে উল্লেখ করে তিনি বলেন, ইতিবাচক প্রবৃদ্ধির জন্য এপ্রিল পর্যন্ত অপেক্ষা করতে হবে।

Bangladesh's exports on negative growth trajectory for months Bangladesh's merchandise-export earnings during the first seven months of the current fiscal year stayed on a negative growth trajectory as main earner garment shipments to major EU countries and other destinations contracted. MA Rahim, vice chairman of DBL Group, says buyers usually hold some of their work orders before two to three months prior to the national election and they observe the situation for at least one month after election. He expects that buyers would come back with the orders they hold temporarily or shifted to other places once a stable political situation sustains after the election. The US tariffs have changed the overall market dimension with decline in sales there and so decrease in placing work orders, exporters say. Moreover, China and India to offset US tariff impacts are "snatching away the work orders by offering 'aggressively low rate'".

রপ্তানি কমলাে টানা ৬ মাস রপ্তানি খাতের এই পরিস্থিতির কারণ জানতে চাইলে মোটেক্স গ্রুপের ব্যবস্থাপনা পরিচালক মোহাম্মদ মাসুদ কবীর গতকাল সমকালকে বলেন, নির্বাচনকে কেন্দ্র করে সময়মতো পণ্য বুঝে পেতে বিলম্ব বা অনিশ্চয়তা থেকে অনেক ব্র্যান্ড-ক্রেতা রপ্তানি আদেশ ধরে রেখেছে। কেউ স্বাভাবিক পরিমাণের চেয়ে কম রপ্তানি আদেশ দিচ্ছে। এর বাইরে মার্কিন পাল্টা শুল্কের কারণে বৈশ্বিক বাণিজ্য ব্যবস্থায় যে পরিবর্তন এসেছে, তাতে অনেক দেশেই চাহিদা কমেছে। বিশেষ করে একক রাষ্ট্র হিসেবে প্রধান বাজার যুক্তরাষ্ট্রে আমদানি পণ্যের দাম বেড়ে যাওয়ায় সেখানে ভোক্তা পর্যায়ে ভোগ ক্ষমতা কমেছে। তিনি বলেন, বাংলাদেশ সাধারণত মৌলিক পোশাক করে থাকে। এসব আইটেমের ভোক্তাদের ক্রয়সক্ষমতা তুলনামূলক আরও কিছুটা কম। পাল্টা শুল্কের কারণে এ ক্ষেত্রে শুল্কভার এখন ৩৬ শতাংশ। বাড়তি ব্যয় ভোক্তাদের জন্য কিছুটা অসহনীয়। এ কারণে যুক্তরাষ্ট্রে রপ্তানিতে গতি কম।

এলডিসি উত্তরণ পরবর্তী চ্যালেঞ্জ মোকাবিলায় সময় চাইবে বাংলাদেশ বাংলাদেশ এলডিসি (স্বল্পোন্নত দেশ) থেকে উত্তরণের পর সম্ভাব্য চ্যালেঞ্জ মোকাবিলায় রপ্তানিনির্ভর অর্থনীতিকে সুরক্ষিত করতে ১২ বছর সময় চাওয়ার কৌশল নিয়েছে। এই কৌশলটি আসন্ন বিশ্ব বাণিজ্য সংস্থার (ডব্লিউটিও) ১৪তম মন্ত্রী পর্যায়ের সম্মেলনে উপস্থাপন করা হবে। সরকারি সূত্র জানায়, ২৬-২৯ মার্চ ক্যামেরুনের ইয়াউন্ডেতে অনুষ্ঠিতব্য ১৪তম সম্মেলনের জন্য একটি পূর্ণাঙ্গ অবস্থানপত্র ইতোমধ্যে চূড়ান্ত করা হয়েছে। অবস্থানপত্রে ‘উন্নয়নশীল দেশের মর্যাদা’ অর্জনের গৌরবের সঙ্গে সঙ্গে প্রায় ৫০০০ কোটি মার্কিন ডলারের রপ্তানি অর্থনীতিকে সম্ভাব্য ‘গ্র্যাজুয়েশন শক’ থেকে রক্ষার বাস্তব কৌশল তুলে ধরা হয়েছে।

রপ্তানি কনটেইনার জমেছে ৮৯০০, খালাস কম ৭০% চট্টগ্রাম বন্দর ও ২১টি বেসরকারি ডিপোতে অচলাবস্থা তৈরি হলেও সেটি দূর করতে সরকার কার্যকর কোনো পদক্ষেপ নেয়নি বলে দাবি করেছেন ব্যবসায়ীরা। টানা তিন দিন ধরে চলা কর্মসূচি এরই মধ্যে ক্ষতির মুখে ফেলেছে তাদের। নির্বাচনকে ঘিরে চার দিনের ছুটি ঘোষণা করা হয়েছে। আসছে রমজানও। এমন সময় পণ্য খালাসে তৈরি হয়েছে সংকট। বিজিএমইএর সাবেক প্রথম সহসভাপতি নাসির উদ্দিন চৌধুরী বলেন, ‘দেশের অর্থনীতি ক্ষতিগ্রস্ত হচ্ছে বন্দরের অচলাবস্থায়। সামনে নির্বাচনের ছুটি। এর মধ্যে ২৪ ঘণ্টা অবরোধের কর্মসূচি এসেছে। এ অবস্থা চলতে থাকলে রপ্তানি কনটেইনার রেখে বন্দর ছেড়ে যাবে অনেক বড় জাহাজ। তখন অপূরণীয় ক্ষতির মুখোমুখি হতে হবে আমাদের। এ ব্যাপারে দায়িত্বশীলদের জরুরি পদক্ষেপ নেওয়া উচিত।’

RMG export at risk for Ctg port strike The BGMEA letter said that the ongoing protest by port workers has created deep uncertainty, putting current export orders at risk and raising fears of further delays. In response to the growing crisis, BGMEA urged the authorities to take immediate steps to resolve the situation, including holding talks with all stakeholders involved to bring an end to the protests and restore normal port operations in order to ensure the uninterrupted flow of RMG-related imports and exports. Speaking to The Financial Express, BGMEA Director Rakibul Alam Chowdhury said that resolving the crisis caused by the suspension of port operations and restoring normal import-export activities has become extremely urgent. He emphasised that Chattogram Port is the largest gateway for the garment sector, with both raw material imports and exports of finished garments and other products fully dependent on the port.

রপ্তানি আয়ের ক্রমাগত পতন থামছে না কেন? বাংলাদেশ গার্মেন্টস ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশনের সাবেক পরিচালক মহিউদ্দিন রুবেল বলেন, ‘বিশ্বব্যাপী চাহিদা উল্লেখযোগ্যভাবে দুর্বল হয়েছে। বাংলাদেশ এখনো মূলত সাধারণ, কম মূল্যের পণ্যের ওপর জোর দেওয়ায় মূল্য নির্ধারণে সীমাবদ্ধতা দেখা দিয়েছে।’ তিনি বলেন, ‘একই সময়ে, প্রতিযোগীরা বাংলাদেশের ঐতিহ্যবাহী ও অত্যন্ত কেন্দ্রীভূত বাজার, যেমন ইউরোপীয় ইউনিয়ন এবং অনৈতিহ্যবাহী বাজারে আরও আগ্রাসী হয়ে উঠেছে, যেখানে বাংলাদেশ আগের মতো শক্তিশালী অবস্থান রাখতে পারছে না।’রুবেল বলেন, ‘বাজার ও পণ্যের বৈচিত্র্য বাড়ানোর পাশাপাশি উচ্চমূল্য সংযোজিত পণ্যের দিকে কৌশলগত পরিবর্তন অত্যন্ত প্রয়োজন, যা প্রতিযোগিতামূলক সক্ষমতা বজায় রাখতে সাহায্য করবে। বর্তমানের মতো প্রতিকূল পরিস্থিতিতেও বাংলাদেশের প্রতিযোগিতামূলক সক্ষমতা বাড়ানো জরুরি, যাতে রপ্তানিতে ভালো পারফরম্যান্স নিশ্চিত করা যায়।

চট্টগ্রাম বন্দরে ২৪ ঘণ্টা কর্মবিরতির ডাক নিউমুরিং কনটেইনার টার্মিনাল (এনসিটি) সংযুক্ত আরব আমিরাতভিত্তিক কোম্পানি ডিপি ওয়ার্ল্ডের কাছে ইজারা দেওয়ার প্রতিবাদে শ্রমিক-কর্মচারীদের আন্দোলন দিনে দিনে আরও তীব্র হচ্ছে। আট ঘণ্টার কর্মবিরতি এখন রূপ নিয়েছে ২৪ ঘণ্টায়। সঙ্গে দেওয়া হয়েছে আরও কঠোর কর্মসূচির হুঁশিয়ারি।

বাংলাদেশ প্রতিদিন
পোশাক রপ্তানির ৮০ শতাংশই ১১ দেশে বাংলাদেশের তৈরি পোশাক রপ্তানি আয়ে বড় অবদান রাখছে মাত্র ১১টি দেশ। ২০২৫ সালের ক্যালেন্ডার বছরে এ ১১ দেশে এককভাবে ১০০ কোটি ডলার বা তার বেশি রপ্তানি হয়েছে, যা মোট রপ্তানির প্রায় ৮০ শতাংশ। খাতসংশ্লিষ্টরা বলছেন, এটি যেমন বড় বাজারনির্ভরতার প্রমাণ, তেমন ঝুঁকি কমাতে দ্রুত নতুন বাজার তৈরির প্রয়োজনীয়তাও সামনে নিয়ে এসেছে। এ বিষয়ে বিজিএমইএর সাবেক পরিচালক মহিউদ্দিন রুবেল বলেন, ‘সার্বিকভাবে ১১ দেশের ওপর প্রায় ৮০ শতাংশ রপ্তানিনির্ভরতা বাংলাদেশের তৈরি পোশাক খাতের শক্তি যেমন তুলে ধরে, তেমন দীর্ঘমেয়াদে টেকসই প্রবৃদ্ধি নিশ্চিত করতে বাজার বহুমুখীকরণের জরুরি প্রয়োজনীয়তা স্পষ্ট করে।’

নির্বাচন উপলক্ষে যে দুদিন বন্ধ থাকবে ব্যাংক জাতীয় সংসদ নির্বাচন ও গণভোট উপলক্ষে ১১ ও ১২ ফেব্রুয়ারি (বুধ ও বৃহস্পতিবার) দেশের সব তফসিলি ব্যাংক বন্ধ থাকবে। বাংলাদেশ ব্যাংকের জারি করা এক সার্কুলারে রোববার এ কথা জানানো হয়েছে। সার্কুলারে বলা হয়েছে, জনপ্রশাসন মন্ত্রণালয় কর্তৃক গত ২৫ জানুয়ারি জারি করা প্রজ্ঞাপনের আলোকে নির্বাচন ও গণভোট উপলক্ষে ১১ ও ১২ ফেব্রুয়ারি সরকারি ছুটি ঘোষণা করা হয়েছে। এর পরিপ্রেক্ষিতে বাংলাদেশে কার্যরত সব তফসিলি ব্যাংক ওই দুই দিন বন্ধ থাকবে। ব্যাংক কোম্পানি আইন অনুযায়ী বাংলাদেশ ব্যাংক এই নির্দেশনা জারি করেছে।
