Uncertainty grows over BD-US tariff deal As part of ongoing discussions, the Ministry of Commerce held a meeting at the Secretariat on Wednesday to determine the next steps regarding tariff issues involving the United States. After the meeting, Bangladesh Garment Manufacturers and Exporters Association (BGMEA) President Mahmud Hasan Khan told Daily Sun that the association had urged the minister to take a decision only after careful review. “We should not rush, as this is a crucial issue. We are still unclear whether the tariff rate imposed on us is 10% or 15% under Sections 122 and 301 of US domestic law. So, we need to observe the situation,” he said. He added that the ministry could arrange further consultations with economists, business leaders and legal experts before making a final decision.

Bangladesh’s share in US apparel market rises to 10.53% “The lowering of the tariff will reduce the prices of commodities in the American markets, and the buyers will purchase more commodities such as garment items and ultimately the supply of locally made garments to the American market will grow in future,” said Mahmud Hasan Khan, president of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA).

যুক্তরাষ্ট্রের শুল্ক ইস্যু নিবিড় পর্যবেক্ষণ করছে সরকার যুক্তরাষ্ট্রের নতুন শুল্ক নিয়ে সতর্ক অবস্থানে রয়েছে সরকার। দেশের অর্থনৈতিক স্বার্থ সুরক্ষায় পরিস্থিতি নিবিড়ভাবে পর্যবেক্ষণ করা হচ্ছে। যুক্তরাষ্ট্রের সঙ্গে দ্বিপক্ষীয় বাণিজ্য ও আমদানি শুল্ক ইস্যুতে তড়িঘড়ি কোনো সিদ্ধান্ত নেওয়া হবে না। বরং জাতীয় স্বার্থকে অগ্রাধিকার দিয়েই পদক্ষেপ নেওয়া হবে। গতকাল বুধবার ব্যবসায়ী ও অর্থনীতিবিদদের সঙ্গে বৈঠক শেষে বাণিজ্যমন্ত্রী খন্দকার আবদুল মুক্তাদির সাংবাদিকদের এসব কথা বলেন। জানতে চাইলে বাংলাদেশ তৈরি পোশাক উৎপাদন ও রপ্তানিকারক ব্যবসায়ীদের সংগঠন বিজিএমইএর সভাপতি মাহমুদ হাসান খান বলেন, মার্কিন চুক্তির বিষয়টি এখনও পুরোপুরি স্পষ্ট নয়। তাই এই মুহূর্তে যুক্তরাষ্ট্রের কাছে কোনো ব্যাখ্যা না চেয়ে পরিস্থিতি আরও কিছুদিন পর্যবেক্ষণ করাই যুক্তিযুক্ত। মার্কিন শুল্কনীতির সিদ্ধান্ত ঘন ঘন পরিবর্তিত হচ্ছে। ফলে চূড়ান্ত অবস্থান পরিষ্কার না হওয়া পর্যন্ত ধীর ও সতর্ক কৌশল নেওয়াই বুদ্ধিমানের কাজ। ইতোমধ্যে আন্তর্জাতিক ক্রেতাদের সঙ্গে যোগাযোগ করে সার্বিক পরিস্থিতি বোঝার চেষ্টা চলছে।

Mostaqur Rahman replaces Ahsan H Mansur as BB governor Md Mostaqur Rahman FCMA, a garment exporter and cost and management accountant, has been appointed governor of Bangladesh Bank for a four-year term, replacing Ahsan H Mansur. The Financial Institutions Division (FID) under the finance ministry issued a gazette notification today (25 February) appointing Mostaqur, who currently serves as chairman of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) Standing Committee on Bangladesh Bank.

যুক্তরাষ্ট্রের সঙ্গে বাণিজ্য চুক্তি, শূন্য শুল্কে পোশাক রপ্তানি বাস্তবায়নে স্পষ্টতা চায় বিটিএমএ সম্প্রতি সই হওয়া যুক্তরাষ্ট্র-বাংলাদেশ চুক্তির অনুচ্ছেদ ৫.৩ (টেক্সটাইলস) বাস্তবায়নে কাঠামোবদ্ধ আলোচনা ও নীতিগত ব্যাখ্যা চেয়েছে বাংলাদেশ টেক্সটাইল মিলস অ্যাসোসিয়েশন (বিটিএমএ)। সংগঠনটির মতে, চুক্তিটি কার্যকর হলে যুক্তরাষ্ট্র থেকে তুলা আমদানি উল্লেখযোগ্যভাবে বাড়বে এবং একই সঙ্গে যুক্তরাষ্ট্রে তৈরি পোশাক রপ্তানি ত্বরান্বিত হবে। গত ১৮ ফেব্রুয়ারি যুক্তরাষ্ট্রের ন্যাশনাল কটন কাউন্সিল অব আমেরিকার প্রেসিডেন্ট ও প্রধান নির্বাহী ড. গ্যারি অ্যাডামসের কাছে পাঠানো এক চিঠিতে বিটিএমএ জানায়, ৯ ফেব্রুয়ারির চুক্তির আওতায় টেক্সটাইল ও পোশাক রপ্তানির ক্ষেত্রে শর্তসাপেক্ষ পারস্পরিক শূন্য শুল্ক সুবিধা রাখা হয়েছে, যা যুক্তরাষ্ট্রের কাঁচা তুলা ও কৃত্রিম তন্তু আমদানির সঙ্গে যুক্ত।

This roller coaster began on April 2, 2025, when the United States imposed broad reciprocal tariffs under emergency powers. It seemed to stabilise on February 9, 2026 with a reciprocal trade agreement with Bangladesh. The drama returned on February 20, when the US Supreme Court, in a 6 to 3 decision in Learning Resources, Inc. v. Trump, struck down Trump’s IEEPA based tariffs. For a moment, relief from higher duties appeared possible. Within hours, the White House moved to keep most tariffs in place under a different legal route.

BTMA seeks clarity on zero tariff clause for US cotton-made garments Bangladesh Textile Mills Association (BTMA) sought clarification on some provisions of a clause in an agreement between Dhaka and Washington that provides conditional zero reciprocal tariff access for garments made using American cotton and manmade fibre. On February 18, BTMA President Showkat Aziz Russel in a letter to President and CEO of National Cotton Council of America, Dr Gary Adams, made the request aiming to ensure smooth implementation and mutual benefits. The trade body that represents 1,873 mills with cumulative investments exceeding $23 billion, also said the deal could significantly expand imports of American cotton while boosting apparel exports to the United States. It noted that US cotton accounted for around 10 per cent of Bangladesh's total cotton imports in 2025 and added that there is an opportunity to increase that share four to five times in the near term.
