নবায়নযোগ্য জ্বালানিতে কমছে শুল্ক সৌরবিদ্যুৎ প্রকল্পের ইনভার্টার, ফটোসেল ও ব্যাটারিসহ প্রয়োজনীয় সরঞ্জামের বিদ্যমান শুল্ক কমিয়ে আনার কাজ শুরু করেছে জাতীয় রাজস্ব বোর্ড (এনবিআর)। বিদ্যুৎ ও জ্বালানিমন্ত্রী ইকবাল হাসান মাহমুদ বলেছেন, সৌরবিদ্যুৎ খাতে বিনিয়োগ উৎসাহিত করতে আমদানিতে নামমাত্র শুল্ক এবং পাঁচ বছরের জন্য ‘ট্যাক্স হলিডে’ (কর অবকাশ) সুবিধা দেওয়া যায় কি না তা ভেবে দেখা হচ্ছে। তিনি বলেন, দেশের পোশাক খাতের সাফল্যের পেছনে যেমন আশির দশকের শুরুতে দেওয়া বিশেষ কিছু সুযোগ-সুবিধা কাজ করেছিল, ঠিক একইভাবে সৌরবিদ্যুৎ খাতেও বড় পরিবর্তন আনতে চায় সরকার। এ লক্ষ্যে সোলার ফ্রেম, ফটোকল ও ব্যাটারি; এই তিনটি সরঞ্জামের আমদানিতে শুল্ক-কর কমানোর বিষয়টি নিয়ে মন্ত্রণালয় বর্তমানে কাজ করছে। রাজস্ব আদায়ের আগে বিনিয়োগ প্রয়োজন, তাই প্রথম পাঁচ বছর কর অবকাশ দিলে উদ্যোক্তারা এগিয়ে আসবেন এবং পরবর্তীতে সরকার সেখান থেকে নিয়মিত কর পাবে।

Govt releases Tk 15b cash incentives for exporters The government has released Tk 15 billion in cash incentives for the country's exporters. It is the fourth tranche of export subsidy for the fiscal year (FY) 2025-26. The Ministry of Finance (MoF) recently issued an order on the disbursement of the export intensive, which was followed by issuance of a debit authority in favour of the central bank by the Office of the Controller General of Accounts. The cash incentives will be distributed among eligible exporters through designated banks.

আমদানিনীতিতে সুবিধা বাড়ছে রপ্তানি খাতের রপ্তানি খাতের জন্য সুবিধা বাড়ানোর প্রস্তাব করা হয়েছে খসড়া আমদানিনীতিতে। প্রস্তাব কার্যকর হলে রপ্তানিমুখী তৈরি পোশাক শিল্প, জুতা ও চামড়াজাত শিল্প এবং ট্যানারি শিল্প রপ্তানি বাড়াতে অধিক পরিমাণ নমুনা আমদানির সুযোগ পাবে। এর ফলে পণ্য উৎপাদনের লিড টাইম বা সময় কমবে। আন্তর্জাতিক ক্রেতাদের কাছে দ্রুত পণ্য সরবরাহ করা যাবে। নতুন ডিজাইন ও পণ্য বৈচিত্র্যকরণের সুযোগ বাড়বে। উচ্চমূল্যের রপ্তানিপণ্য তৈরির সুযোগ পাওয়া যাবে এবং বৈশ্বিক প্রতিযোগিতায় সক্ষমতা বাড়বে দেশের রপ্তানিমুখী শিল্পের।

বড় ঋণগ্রহীতাদের আরও ঋণ নেওয়ার সুযোগ একটি ব্যাংক একজন গ্রাহককে সর্বোচ্চ যে ঋণ দিতে পারে সেই সীমায় ব্যাপক শিথিলতা এনেছে বাংলাদেশ ব্যাংক। এখন থেকে একটি ব্যাংক তার মূলধনের ২৫ শতাংশের পুরোটাই ফান্ডেড তথা সরাসরি ঋণ দিতে পারবে। এতদিন সর্বোচ্চ ১৫ শতাংশ সরাসরি দেওয়া যেত। আবার এলসি বা গ্যারান্টিসহ বিভিন্ন নন-ফান্ডেড ১০০ টাকার দায় ফান্ডেড রূপান্তরের ক্ষেত্রে এতদিন ৫০ টাকা ধরা হতো। এখন ধরা হবে ২৫ টাকা। একই সঙ্গে উচ্চ খেলাপি ঋণ নিয়েও বৃহৎ ঋণ দেওয়ার শর্ত শিথিল করা হয়েছে। গতকাল বৃহস্পতিবার এ-সংক্রান্ত নির্দেশনা সব ব্যাংকে পাঠানো হয়।

Bangladesh-China green textile expo begins Commerce, industries, and textiles and jute minister Khandakar Abdul Muktadir on Thursday called for stronger Bangladesh-China cooperation to promote sustainable, environment-friendly and technology-driven growth in the country’s textile and apparel sector. Speaking as chief guest at the opening ceremony of three-day 2nd Bangladesh-China Green Textile Expo 2026 at the International Convention City Bashundhara in the capital, he said that Chinese investment, technology and innovation were crucial to making Bangladesh’s textile and garment industries more competitive and sustainable. Bangladesh Garment Manufacturers and Exporters Association director Shah Rayeed Chowdhury, Bangladesh-China Chamber of Commerce and Industry president Mohd Khorshed Alam, Bangladesh Garment Buying House Association president Abdul Hamid Pintu, Savor International Limited managing director Md Faizul Alam, Chinese Enterprises Association in Bangladesh president Han Kun and Overseas Chinese Association in Bangladesh vice-president Lisa Lu were also present.

Pilot school uniform programme : Apparel leaders to donate over 0.3m dress sets Leaders of the country's apparel sector are set to donate more than 300,000 sets of school dresses under a pilot programme aligned with the government's election pledge to provide free uniforms, shoes and jute bags to primary school students, according to ministry sources.State Minister for Primary and Mass Education Bobby Hajjaj told The FE that the government finalised the design of the school dress at a meeting with industry leaders at the Secretariat last week. He expressed hope that the programme would be implemented by July.

Exposure cap raised to 25%, non-funded exposure weights cut and large loan ceilings adjusted based on banks’ classified loan ratios The Bangladesh Bank (BB) has temporarily loosened the rules so commercial banks can lend more to big borrowers, treat trade guarantees more lightly, and adjust large loan limits based on how healthy their loan books are. In a circular issued yesterday, the banking regulator said commercial lenders may lend up to 25 percent of their capital to a single client or group until June 2028. This is 10 percentage points higher than the existing ceiling of 15 percent.

২০২৫ সালে বাংলাদেশে বিদেশি বিনিয়োগ বেড়েছে ৩৯.৩৬ শতাংশ বাংলাদেশে ২০২৫ সালে নিট বৈদেশিক প্রত্যক্ষ বিনিয়োগ (এফডিআই) প্রবাহ ৩৯ দশমিক ৩৬ শতাংশ বেড়েছে। বাংলাদেশ ব্যাংকের সর্বশেষ এফডিআই জরিপ অনুযায়ী, ২০২৪ সালে দেশের নিট এফডিআই প্রবাহ ছিল ১ দশমিক ২৭ বিলিয়ন মার্কিন ডলার, যা ২০২৫ সালে বেড়ে দাঁড়িয়েছে ১ দশমিক ৭৭ বিলিয়ন মার্কিন ডলারে। বৃহস্পতিবার (১৪ মে) এক সংবাদ বিজ্ঞপ্তিতে এ তথ্য জানিয়েছে বাংলাদেশ বিনিয়োগ উন্নয়ন কর্তৃপক্ষ (বিডা)।

দুই চাপে নড়বড়ে বাণিজ্য কেন্দ্রীয় ব্যাংকের হিসাব বলছে, চলতি অর্থবছরের প্রথম নয় মাসে (জুলাই-মার্চ) আমদানি ব্যয় বেড়ে ৪৯ দশমিক ৩১ বিলিয়ন ডলারের কাছাকাছি পৌঁছেছে। অথচ রপ্তানি আয় সে তুলনায় কম, প্রায় ৩৩ বিলিয়ন ডলার। ফলে বাণিজ্য ঘাটতি এখন ১৯ দশমিক ১৭ বিলিয়ন ডলারের মতো, যা আগের বছরের তুলনায় বেশি। পরিকল্পনা কমিশনের সাম্প্রতিক অর্থনৈতিক পর্যালোচনায় বলা হয়েছে, জ্বালানি খাতে বাড়তি ব্যয়, বৈশ্বিক বাজারে অস্থিরতা এবং ডলারের সীমিত সরবরাহ-সব মিলিয়ে বৈদেশিক বাণিজ্যে ভারসাম্য রাখা কঠিন হয়ে যাচ্ছে। বিশেষজ্ঞরা বলছেন, পরিস্থিতি মোকাবিলায় রপ্তানিতে নতুন খাত ও বাজার খুঁজতে হবে। একই সঙ্গে অপ্রয়োজনীয় আমদানি কমানো এবং জ্বালানির বিকল্প উৎস বাড়ানোর দিকেও নজর দিতে হবে।
