জাতিসংঘ কমিটির সুপারিশ : এলডিসি থেকে বাংলাদেশের উত্তরণ পেছাচ্ছে তৈরি পোশাক রপ্তানিকারকদের সংগঠন বিজিএমইএর সভাপতি মাহমুদ হাসান খান গতকাল সমকালকে বলেন, ব্যবসায়ী সংগঠনগুলোর পক্ষ থেকে এলডিসি থেকে উত্তরণ পিছিয়ে দেওয়ার যে অনুরোধ জানানো হয়েছিল, তাতে জাতিসংঘের উন্নয়ন নীতিবিষয়ক কমিটি সমর্থন দিয়েছে। তবে এটি এখনও চূড়ান্ত সিদ্ধান্ত নয়। সরকারকে এখন অত্যন্ত গুরুত্বের সঙ্গে কাজ করতে হবে, যাতে সাধারণ অধিবেশনে এটি সংখ্যাগরিষ্ঠ ভোটে পাস হয়। কারণ, অনেক দেশই হয়তো বাংলাদেশের উত্তরণ পিছিয়ে যাওয়ার পক্ষে থাকবে না। মাহমুদ হাসান খান বলেন, বাংলাদেশ এলডিসি থেকে উত্তরণের জন্য অতিরিক্ত তিন বছর প্রস্তুতিমূলক সময় পাচ্ছে। এর সঙ্গে আরও তিন বছরের রূপান্তরকাল যুক্ত হয়ে মোট ছয় বছর সময় পাওয়া যাবে। এই সময়ের মধ্যে প্রয়োজনীয় প্রস্তুতি শেষ করতে হবে। তিনি আরও বলেন, জাপানের সঙ্গে সমন্বিত অর্থনৈতিক অংশীদারিত্ব চুক্তি (সেপা) হয়েছে। এখন ইউরোপীয় ইউনিয়নের সঙ্গে দ্রুত এফটিএ করা জরুরি। এ বিষয়ে কার্যক্রমও শুরু হয়েছে। একই সঙ্গে দেশের অভ্যন্তরীণ অবকাঠামো উন্নয়নেও গুরুত্ব দিতে হবে।

The United States Department of Agriculture (USDA) last week launched the Great American Cotton Plan to revitalise the cotton farm economy in the US.“USDA and USTR secured commitments from Indonesia and Bangladesh that will support future US cotton purchases and textile production using American cotton,” the plan states.Faisal Samad, a director of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA), said the association will meet officials from the US Embassy in Dhaka next week to discuss the RoO requirements for garments made from US cotton and man-made fibre.

রয়টার্সের প্রতিবেদন : বাংলাদেশসহ ৬০ দেশের ওপর নতুন শুল্কের প্রস্তাব যুক্তরাষ্ট্রের পণ্য উৎপাদনে জোরপূর্বক শ্রম নিয়ে উদ্বেগের কথা উল্লেখ করে বাংলাদেশসহ ৬০ দেশের ওপর নতুন শুল্ক আরোপের প্রস্তাব দিয়েছে যুক্তরাষ্ট্র। তৈরি পণ্যের বাণিজ্য নিয়ন্ত্রণে ব্যর্থতার অভিযোগে ট্রাম্প প্রশাসন আমদানিকৃত পণ্যের ওপর অতিরিক্ত ১০ শতাংশ বা ১২ দশমিক ৫ শতাংশ শুল্ক আরোপের এ প্রস্তাব দেয়। মঙ্গলবার যুক্তরাষ্ট্রের বাণিজ্য প্রতিনিধি দপ্তর (ইউএসটিআর) প্রস্তাবটি প্রকাশ করে। সংস্থাটি বলেছে, তদন্তে তারা দেখতে পেয়েছে যে সংশ্লিষ্ট দেশগুলো জোরপূর্বক শ্রমে উৎপাদিত পণ্যের বাণিজ্য নিয়ন্ত্রণে যথাযথ ব্যবস্থা নিতে ব্যর্থ হয়েছে, যা যুক্তরাষ্ট্রের বাণিজ্যের জন্য অযৌক্তিক বাধা সৃষ্টি করছে।

Under the proposed system, association members would no longer need to visit customs bond commissionerate offices to obtain UDs. Instead, they would be able to secure raw material entitlement certificates directly from their respective associations.
