আমদানি নীতিতে বড় ছাড়, বাড়ছে বাণিজ্য অর্থায়নের সুযোগও আন্তর্জাতিক বাণিজ্য সহজ করতে আমদানি অর্থায়নে বড় ধরনের নীতিসহায়তা দিয়েছে বাংলাদেশ ব্যাংক। আমদানি-সংক্রান্ত আগের বিভিন্ন নির্দেশনা একীভূত ও হালনাগাদ করে জারি করা নতুন সংকলিত প্রজ্ঞাপনে এলসি ছাড়াই আমদানি, দীর্ঘমেয়াদি বাকিতে কাঁচামাল ও মূলধনি যন্ত্রপাতি আমদানি, সাপ্লাই চেইন ফাইন্যান্স, ডিজিটাল বাণিজ্য নথি এবং ফ্রি ট্রেড জোনে (এফটিজেড) আমদানির সুযোগ বাড়ানো হয়েছে। পাশাপাশি বৈদেশিক মুদ্রার সুদহার ঝুঁকি ব্যবস্থাপনায় ফরওয়ার্ড রেট এগ্রিমেন্টের (এফআরএ) সুযোগও দেয়া হয়েছে। বাংলাদেশ ব্যাংকের বৈদেশিক মুদ্রা নীতি বিভাগ থেকে এ-সংক্রান্ত প্রজ্ঞাপন জারি করা হয়। এতে ২০২৫ সালের ১৪ আগস্টের আমদানি-সংক্রান্ত সংকলিত প্রজ্ঞাপন এবং পরবর্তী সময়ে জারি করা নির্দেশনাগুলো একত্র করা হয়েছে। নতুন প্রজ্ঞাপন কার্যকর হওয়ার সঙ্গে আগের সংকলিত প্রজ্ঞাপন বাতিল করা হয়েছে। তবে বৈদেশিক মুদ্রা লেনদেনের গাইডলাইনস ভলিউম-২-এর রিপোর্টিং-সংক্রান্ত নির্দেশনা বহাল থাকবে। প্রজ্ঞাপনটি এক বছর কার্যকর থাকবে।

Garment-sector leaders, however, have urged caution in reporting factory closures, saying conditions vary and some shutdowns are scheduled holidays or operational adjustments. The Bangladesh Garment Manufacturers and Exporters Association (BGMEA), Senior Vice-President Inamul Haq Khan has separately acknowledged that gas shortages are affecting the industry. Earlier this month, he said some factories had extended holidays partly because of gas shortages and lower workloads, while factories with alternative energy arrangements were able to continue operations.

Anwar-ul Alam Chowdhury, president of Bangladesh Chamber of Industries, has said the private-depot model had worked well for the economy and that additional inland container facilities would strengthen the country's logistics capacity. But industry leaders say depots alone cannot turn Chattagram into a regional logistics hub. "The off-docks or dry ports are definitely part of the logistics hub, but we have to think beyond it to make it truly a regional logistics hub," said Amirul Haque, president of the Chittagong Chamber of Commerce and Industry

ঢাকায় শুরু হলো পোশাক খাতের কাঁচামাল প্রদর্শনী রাজধানীতে শুরু হলো চার দিনব্যাপী ‘১৩তম বাংলাদেশ ইয়ার্ন, ফেব্রিক্স অ্যান্ড অ্যাক্সেসরিজ শো ২০২৬’ এবং ‘বাংলাদেশ টেক্সকেম এক্সপো ২০২৬’। এএসকে ট্রেড অ্যান্ড এক্সিবিশনস প্রাইভেট লিমিটেডের উদ্যোগে গতকাল বৃহস্পতিবার থেকে ঢাকার আন্তর্জাতিক কনভেনশন সিটি বসুন্ধরায় (আইসিসিবি) এর উদ্বোধন করা হয়। এর মাধ্যমে দেশের তৈরি পোশাক খাত-সংশ্লিষ্টরা বিদেশি সরবরাহকারীদের কাছ থেকে সুতা, ফেব্রিক্স, অ্যাক্সেসরিজ ও টেক্সটাইল কেমিক্যাল সরাসরি সংগ্রহের সুযোগ পাবেন।

Mohiuddin Rubel, founder and CEO of Bangladesh Apparel Voice and a former BGMEA director, said the gas crisis was no longer just a garment-sector problem but a major risk to the entire industrial sector and economy. He said the garment industry depended on an integrated supply chain from spinning, dyeing and finishing to garment production, meaning disruption at any stage could affect the entire system. “The biggest concern now is not only production disruption but also maintaining the confidence of international buyers,” he said.

আমদানির সব নিয়ম এখন এক প্রজ্ঞাপনে, কী সুবিধা হবে আমদানি করতে কীভাবে ঋণপত্র (এলসি) খুলতে হবে, কোন পদ্ধতিতে বিদেশে অর্থ পাঠানো যাবে, আর কী কী কাগজপত্র জমা দিতে হবে—এসব বিষয়ে বিভিন্ন সময়ে দেওয়া নির্দেশনা এক জায়গায় এনেছে বাংলাদেশ ব্যাংক। কেন্দ্রীয় ব্যাংক আজ বৃহস্পতিবার এ–সংক্রান্ত নতুন প্রজ্ঞাপন জারি করেছে। মনে রাখতে হবে, এটি মূলত নতুন কোনো সুবিধা বা বিধিনিষেধ নয়। গত এক বছরে আমদানি ও বৈদেশিক মুদ্রা লেনদেন নিয়ে জারি করা নির্দেশনাগুলো একসঙ্গে করে হালনাগাদ করা হয়েছে। ফলে ব্যাংক ও আমদানিকারকদের এখন আর আলাদা আলাদা প্রজ্ঞাপন খুঁজতে হবে না।
