Hard lockdown: RMG factories to remain open, workers will walk The government has decided to allow apparel factories to remain operational during the strict seven-day Covid lockdown that will start from Thursday morning. However, apparel factories across the country will remain open under special arrangements during the strict lockdown, said BGMEA President Faruque Hassan on Wednesday. Since no movement pass will be issued this time, only workers who live near the factories will be able to come for work, he added. "We want to implement the government's plan. At the same time, we want our factories to continue production even if on a limited scale," the BGMEA chief said.

BGMEA seeks ‘empathy’ to Titas over Tk78cr dues: 129 apparel makers owe Titas Tk78 crore in gas bills The Bangladesh Garment Manufacturers & Exporters Association (BGMEA) has requested the Titas Gas Transmission and Distribution Company Limited to show "empathy" as 129 apparel-makers with the Association membership are yet to clear Tk78 crore outstanding gas bills. The gas supplier on 16 June sent separate lists of the gas bill defaulting apparel and textile manufacturers to Bangladesh Textile Mills Association (BTMA), and the BGMEA. Subsequently, the BGMEA replied to Titas on 27 June after verifying the due claims. The Association said it has asked the member factories to pay the dues as soon as possible.

আইসিডি থেকে পণ্য খালাসের প্রস্তাব অসম্ভব বলছে বিজিএমইএ চট্টগ্রাম বন্দর দিয়ে আসা সব ধরনের আমদানি পণ্য বেসরকারি ডিপো (আইসিডি) থেকে খালাসের প্রস্তাব দিয়েছে চট্টগ্রাম বন্দর কর্তৃপক্ষ। লকডাউন চলাকালীন সময়ে দেশের প্রধান বন্দরের অপারেশনাল কার্যক্রম স্বাভাবিক রাখতে সম্প্রতি এমন প্রস্তাব পাঠানো হয়েছে নৌ মন্ত্রণালয়ে। সেখান থেকে প্রস্তাবটি জাতীয় রাজস্ব বোর্ডে (এনবিআর) পাঠানো হবে। তবে এনবিআর থেকে কোনো ধরনের নির্দেশনা আসার আগেই এ বিষয়ে আপত্তি জানিয়েছে পোশাক রপ্তানিকারকদের সংগঠন বিজিএমইএ। বিজিএমইএ বলছে, করোনা সংকটের এ সময়ে বেসরকারি ডিপো থেকে পণ্য খালাস নেওয়া তাদের পক্ষে সম্ভব নয়। সিদ্ধান্ত জানিয়ে গত মঙ্গলবার চট্টগ্রাম বন্দর চেয়ারম্যানকে চিঠি দিয়েছেন বিজিএমইএ প্রথম সহসভাপতি সৈয়দ নজরুল ইসলাম।

BUDGET REVIEW FY2021-22 The parliament yesterday passed the finance bill for fiscal 2021-22 without addressing calls for reassessing some vital tax issues, including easing the burden on small incomes amidst rising prices of essentials and additional costs to maintain hygiene. Allowing undisclosed money to be invested in the manufacturing sector will definitely increase funds available in the garment sector, said Faruque Hassan, president of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA). More investment means more employment and more income for the people and finally more revenue generated by the government, he said. Hassan expects undisclosed money to flow into the productive sector. Shahidullah Azim, vice-president of the BGMEA, urged continuing to keep the current source tax at 0.50 per cent and corporate tax at 12 per cent for non-green and 10 per cent for green garment factories for the next five years.

Labour rights: BD among worst guarantors Bangladesh, for the fifth consecutive year since 2017, has been ranked among 10 worst countries where labour rights are not guaranteed, according to a global survey. The Global Rights Index-2021 cited 'regressive laws, obstacles to union formation, brutal repression of strikes and dismissals' for the worst situation here. The International Trade Union Confederation (ITUC) published the rights index on Wednesday. The nine other worst countries are Belarus, Brazil, Colombia, Egypt, Honduras, Myanmar, the Philippines, Turkey and Zimbabwe.

RMG workers’ vaccination stressed Expressing deep concern over keeping garment factories open during hard lockdown, Bangladesh Garment Sramik Sanghati (BGSS) exhorted the authorities concerned to ensure immediate vaccination of workers. A seven-day countrywide hard lockdown begins today (Thursday) in a bid to contain the transmission of coronavirus. The government and factory owners must take liability for infection of any worker for factory operations during the period without ensuring their safety, it said in a statement on Wednesday.

Confronting the challenges of unskilled workforce in RMG While the sector's (RMG) growth remains healthy, there has been a serious concern over the low labour productivity compared to competing countries. Whereas each garment worker accounts for USD 7,000 in export in Vietnam, the figure is closer to USD 5,300 in Bangladesh, some 30 percent lower. The second largest exporter of garments in the world is also the second-lowest in labour productivity. Bangladesh's per-hour labour productivity was valued at USD 3.4 in 2018. On the other hand, Bangladesh's competitors in the world of RMG—such as Vietnam, India, Pakistan, Myanmar, Sri Lanka, and China—were valued at USD 4.7, USD 7.5, USD 7.7, USD 4.1, USD 15.9, and USD 11.1 respectively. Addressing this shortage of skilled labour, a number of initiatives have been taken by public and private stakeholders, independently and collaboratively, at different times.

23 industries get Bangabandhu Industrial Award The Ministry of Industries (MoI) has nominated 23 industries for the Bangabandhu Sheikh Mujib Industrial Award 2020 and 19 industries for the President's Award for Industrial Development 2019 for their contribution to industrial development. The MoI published names of the award winners in two separate gazettes on June 27. According to a gazette, issued by the Bangladesh Small and Cottage Industries Corporation (BSCIC), the industries have been selected under seven categories as per the Bangabandhu Sheikh Mujib Industrial Award Policy 2019. Under the large industries category, Square Pharmaceuticals Limited secured the first position, followed by Judge Bhuiyan Textiles Mills second, and Aduri Apparels Limited and Universal Jeans Limited jointly third position.
